Which institutions are collected, how they are positioned, and what authority their publications carry. Each source is declared in advance with an institution, source type, language and collection purpose, and belongs to exactly one desk.

Authority tier is a claim about position, not truthfulness
A tier-A source is closer to the institution that speaks. It is not more likely to be accurate, and nothing here treats it as such. Tier describes who is authorized to say a thing, never whether the thing is so.
Enabled is not implemented
A source is enabled when the pipeline is configured to visit it. Whether a working collector exists for it is a separate fact, recorded per run on Coverage — one configured source here has never produced a record and is reported as unimplemented every run rather than hidden.
