Japan Ministry of Defense — reviewed original notices

Seven independently inspected original Ministry PDFs, totaling 37 pages, are linked below. Five are text-bearing shadow source originals; the two September notices are visually reviewed but not captured as original machine text because their PDFs have no extractable text layer. These are external publisher documents, not production IPR records, and are a narrow historical selection: many other MOD/Joint Staff releases remain inaccessible to the collector.

1. August 27 — U.S.–Japan Joint Committee facility matters (11-page Japanese PDF)

   Ministry of Defense · October 5, 2026 · September 17 approval for proposed October 19–29 activity, plus deployment and recovery; this is authorization, not proof the activity occurred. Locality printed: Chikujo and Yukuhashi.

Each link opens an original official PDF; the original PDFs, maps, photographs and full source text are not reproduced here. Visual inspection of all 37 pages does not prove archived-text extraction parity, current PDF byte identity, picture/diagram permissions, full Ministry coverage, or a healthy collecting-day sequence. The two September scan/outlined-text documents are only human-visually inspected external links, not machine-extracted records. The oversized October 2 original remains intentionally excluded. The MOD's general reuse policy does not clear each document's third-party material or model processing. MOD official use rules. Japan remains shadow-only; no production or model use is authorized.

These figures describe what the ministry published and what its feeds carry. They are not a record count and nothing here has been collected into the public record. Only PDF-format originals have yielded usable MOD text in the current shadow archive; on the news feed that was 8 of 142 items in the 2026-08-26 baseline. The October 11 ledger preserves just five text-bearing originals and 158 unretrieved URLs; extracted text is not certified as the complete PDF including imagery.

Remaining barriers to source admission

Documents published as HTML cannot be retrieved.

The ministry's RSS feeds and some PDF documents are served, but other PDFs fail fetch or extraction checks and HTML documents on the same host are returned behind an interactive challenge. Those items are discovered and recorded as unretrieved rather than inferred to be absent. An institution that wants to refuse this collector must be able to recognise it and say so, so defeating the challenge would destroy the capability that rule protects. Resolving this means requesting an official route.

MOD PDF source completeness and qualification remain unresolved.

The 30 verified scheduled MOD collection slots from September 12 through October 11 all reported partial source health: five archived text-bearing originals, 158 unresolved retrieval gaps at the latest ledger, and no complete document-level PDF fidelity or signed Day 7/14/30 source approvals. Do not interpret scheduled operation as publisher completeness or production qualification.

Recorded rather than deleted. A blocker that quietly disappears from this page leaves a reader unable to tell whether it was solved or abandoned.

The listing pages remain challenged, but the ministry publishes two official RSS feeds that are served normally and support conditional requests. Discovery no longer depends on the challenged pages.

PDF text extraction wired to a collector — resolved 2026-08-26.

The dormant extractor is now used by the Japan shadow adapter, and by nothing on the production collection path.

Repeated titles — resolved 2026-08-26.

On the 2026 listing “Japan-U.S. Bilateral Exercise” appears 27 times for distinct events, and a title-only rule would collapse 26 of those 27 records. Deduplication is by canonical URL and by content hash of the extracted text, never by title, so a recurring ministry title stays as many records as there were publications.

Limits of this desk, stated plainly

• No source is enabled in production. Nothing collected here reaches the production database, the public site, or any public count.
• Retrieval is partial. On 2026-08-26, 8 of 142 news-feed items (6 percent) were PDF-format candidates and 134 were HTML; the PDF count did not establish usable or complete full text, while challenged HTML bodies were recorded as unretrieved metadata. This is not complete Ministry of Defense or Joint Staff coverage.
• The MOD feeds are Japanese-language. The Ministry's English press releases and Joint Staff remain access-challenged and uncollected. The separate JCG English pilot has a specifically approved manual source observation dated October 8, 2026; its repository gate was observed unset or unavailable on October 12 and no daily continuity, production admission or per-document rights clearance is established.
• MOD RSS shadow testing began 2026-08-26, and 30 scheduled MOD collection slots from September 12 to October 11 were independently verified but all partial; named Day 7/14/30 human source reviews remain unsigned. JCG's separate manual Day 0 was 2026-10-08 with no verified daily continuity. These distinct collection clocks confer no source publication authority.
