Remaining barriers to source admission
- Government News remote dispatch remains unapproved.
- The Government News English defense-tag collector has no approved remote dispatch and is separate from the operating Vietnamese MPS and MOIT ministry shadow families. Its pilot does not establish production readiness.
- A tag is not a category.
- The tag lists what Government News editors chose to tag. When it was read, the national security strategy summary of 4 August 2026 carried no tag at all, and a Politics item of 23 September 2026 on a meeting with the acting U.S. Navy Secretary was not on the tag page. Items the tag does not list are not collected and nothing is claimed about them; no keyword or topic filter is used to fill the gap.
- The tag page shows only its 24 most recent items.
- Older items load by script from an address the page never publishes as a link, and that address is not requested. An item that appears on the page after its date's window was read is reported by the review rather than silently absorbed. No archive completeness is claimed.
- The ministry and the army newspaper were not reachable.
- The ministry's robots.txt returned a script page instead of a policy, and the newspaper's listings redirected to themselves. Both are recorded as measured and left alone: an institution must be able to recognise this collector and refuse it. Reading either would need an official route.
- Collection-health thresholds remain unset.

Limits of this desk, stated plainly
- No source is enabled in production for Vietnam, and no shadow record contributes to public counts. MPS/MOIT ministry sources run on separate isolated daily shadow cadence; National Defence Journal has no active collection, remote dispatch, state or reliability clock.
- Bounded newsroom and ministry publication families only. No comprehensive Vietnamese defense coverage, no complete ministry archive, no People’s Army Newspaper collection and no formal-document family.
- Government News is the Government's newsroom. Its reports are not ministry statements, and a report that names a resolution or quotes a minister remains a newsroom report about it.
- English and Vietnamese as published, in separate source families. No translation or recovered-original claim.
- The three ministry families established remote Day 0 on 2026-10-07; required 7/14/30 human reviews and source-level rights gates remain. National Defence Journal is research-only and cannot inherit those ministry clocks or count as qualified.
