不教神州起烽烟 ■归涛 “宜将剑戟多砥砺，不教神州起烽烟。”萧劲光同志这句诗写出了革命军人心里装着国家安危，眼睛盯着明天战争，肩上扛着军人责任的精气神。当兵干什么？当兵就要自觉为人民扛枪，为人民打仗。这是军队各级干部特别是高级干部应当响亮回答的一个问题。习主席深刻指出：“当兵就是要打仗，这就像工人要做工、农民要种田一样，打仗和准备打仗是军人的天职。”强国必须强军，军强才能国安。备战打仗是我军的根本职能，也是每名军人的主责主业。我军是执行党的政治任务的武装集团，既要政治过硬，又要本领高强。对革命军人而言，为战是使命，练战是本分，胜战是目标。军人生来为战胜。粟裕同志最大的爱好是看地图，最大的追求是尚武精武，最向往的地方是铁血战场；苏宁同志从军20余载，潜心研究军事学术和高技术战争，对于与主责主业关系不大的事情，从不为之分心走神……回顾我军历史，正是无数革命军人全部心思向打仗聚焦，全部工作向打仗用劲，才使人民军队成为坚不可摧的钢铁长城。相反，历史上有一些雄师劲旅，因将领精力转移、不思战场，最终一败涂地。当前，攻坚建军百年到了“将成功之时，其困难最甚”的时候，更需要军队各级干部聚焦主责主业，提高新时代打赢能力。然而现实中，仍有个别指挥员存在“两个能力不够”“五个不会”等短板弱项，与当兵打仗的职责使命格格不入。军队各级干部特别是高级干部必须恪守人民军队性质宗旨，永葆革命军人本色，守住报效祖国、服务人民的初心，以实际行动回答好“当兵干什么”的问题，自觉做新时代备战打仗带头人。当兵，首先要牢记自己是一名战斗员。军队由战而生、为战而存，只有决胜疆场，才能完成其政治使命，充分彰显存在价值。身着军装就是战斗员，精武强能就是本分。作为指挥员，军队各级干部特别是高级干部，应本着对历史负责、对国家和民族负责的精神，心系国家安危、牢记职责使命，把忧患意识强起来、胜战责任扛起来，扎扎实实推进练兵备战工作，带头知重负重、思责尽责、苦干实干。当兵，就要时刻准备上战场。能战方能止战，准备打才可能不必打。强化打仗思想、做好打仗准备，和平发展才有保障。作为新时代革命军人，必须“收拾全副精神只在一处”，把打仗作为全力以赴的主业、精益求精的专业、为之献身的事业。这就要求军队各级干部特别是高级干部一丝不苟钻研战争，一门心思准备战事，一腔热血投身战场。当兵，必须提高打赢能力。守不忘战，将之任也；训练有备，兵之事也。“枕戈待旦不是唱歌唱出来的”，而是撸起袖子干出来的、真打实备练出来的、追赶强敌拼出来的。军队各级干部特别是高级干部只有时刻保持战略清醒，时刻保持备战状态，以只争朝夕的精神真想打仗的事情、真谋打仗的问题、真抓打仗的准备，练强指挥能力、练好战斗本领、练硬战斗作风，才能确保在党和人民需要的时候召之即来、来之能战、战之必胜。
