探索提升作战筹划质效 ■周鑫李昀寰现代战争中，战场环境的复杂性、作战要素的关联性、对抗形式的激烈性都大幅提升，传统作战筹划模式面临严峻挑战。探索提升作战筹划质效，既是适应现代战争特点的必然选择，也是打赢未来战争的现实需要。锚定目标，把控筹划方向。作战目标是作战筹划的出发点和落脚点，只有清晰界定作战目标，才能确保筹划工作有的放矢。现代战争作战样式复杂，战略、战役、战术等层面的作战目标相互交织，在筹划作战时，应以上级意图为牵引，充分理解任务、分解目标，确保筹划紧密衔接、层层支撑。同时，战场态势瞬息万变，既定目标可能因敌情变化、环境制约等因素而需要调整，筹划也要保持灵活应变。组织过程中需动态评估态势，实时研判作战进程，适时修正目标优先级。作战目标设定既要体现进取性，又要立足实际，通过细致研判敌情、我情和战场环境，综合对比敌我优势与短板，为作战目标的可操作性论证提供坚实依据，使筹划决策更加科学合理。突出联合，增强筹划合力。现代战争是体系对抗，单一军兵种难以独立制胜，联合筹划成为必然要求。联合筹划的关键在于统一作战思想，协调各方力量，形成整体合力。所以应打破各军兵种、各作战单元壁垒，实现情报共享、态势共知、决策共商。在制度层面上，需建立权威高效的指挥协调机制，跨军兵种协作涉及多方指挥和协同关系，要明确联合指挥机构的权责；建立联合演练常态化机制，磨合指挥流程，增强各力量单元协同默契。在能力层面上，构建安全可靠的联合平台，实现数据的无缝流转与工作的高效对接，为流程机制的顺畅运行提供坚实底座，确保各作战力量在统一框架下行动。在文化层面上，通过联合训练、实战演练、跨域交流等方式，增强各作战力量的全局意识、协同意识、补位意识，将联合文化、协同理念深植于筹划过程。动态感知，形成筹划闭环。作战筹划不是一次性作业，而是动态调整的过程。任何敌我态势、战场环境的突发情况，都应及时纳入筹划考量，避免决策失误。一是构建灵敏高效的态势感知与反馈链路，对敌方行动、环境变化、己方实施情况等进行实时跟踪，及时捕捉影响筹划有效性的关键变量。二是准确分析战场态势发展，紧跟战场实际变化，迅速评估、预测战场态势，预判敌作战企图、行动方向、战法手段，分析我作战行动成效，及时发现战场变化所带来的机遇和挑战。三是针对战场出现的重大转折或突发情况，快速启动方案的修改完善，通过要素重组等方式，使作战筹划始终与战场实际保持同步，增强方案的适应性与韧性。通过动态筹划，形成“感知—分析—优化”的闭环，实现高敌一筹、先敌一步，将筹划优势转化为作战胜势。
