景区来了拥军“监督员” ■党意操郭旭东来到安徽省黟县西递景区，安徽省黄山市“最美退役军人”傅良成径直走进一家挂有“黟心拥军联盟”标牌的民宿。这一天，他不是游客，而是“监督员”。 2024年8月，黟县成立“黟心拥军联盟”，广泛吸纳各行业企业、商户、社会机构，为军人军属、退役军人提供优待，营造崇军爱军浓厚氛围，提升社会化拥军水平。 “拥军承诺不能打折扣，优待服务必须实打实。”为确保优待举措落实到位、切实有效，联盟聘请了11名“监督员”，制订监督细则，常态化走访联盟商户、民宿驿站，逐项核对优惠举措、服务标准、价格诚信等情况，建立问题、整改和反馈“三张清单”。在这家民宿里，傅良成对照细则一一确认拥军优待标识是否醒目，优待项目是否与备案标准一致，监督电话是否清晰无误。 “我们的承诺是每日免费为现役军人、文职人员提供1间客房，退役军人及优抚对象住宿餐饮8折优惠。上周总共接待2位军人免费住宿，5批退役军人的住宿就餐，都落实了优惠。”民宿负责人黄煜拿出了提供优待服务的记录。 “老兵们都说很满意，在咱黟县住得舒心，感到很受尊重！”黄煜笑着说，他自己也是一名退役军人，因此在拥军联盟组建时，他率先报了名。黄煜介绍，加入联盟以来，民宿已为优抚对象提供优待服务187人次。出了民宿，傅良成在网上约来一辆“老兵的士志愿服务队”出租车。这是一支由老兵自发组建的车队，军人军属、退役军人乘车提供折扣，平时老兵们还积极参与志愿服务。在他们的座驾上，“戎耀黟行”老兵的士标识醒目亮眼，车厢里插着鲜红的小国旗、放着优待提示卡。 “这样很规范！”傅良成笑着说。在这里，笔者与傅良成一起见证了文旅拥军的成果——去年，世界文化遗产西递、宏村两大景区共为军人军属、退役军人和其他优抚对象减免门票4.9万余人次。加入“黟心拥军联盟”的某企业不仅坚持走访慰问老兵，更累计吸纳50余名退役军人及军属就业，并设立退役军人专项奖励。黟县中医医院也加入了“黟心拥军联盟”，去年以来累计为优抚对象提供费用减免、就医优先服务655人次。 “我们成立拥军联盟，就一定要让优待落到实处，坚决杜绝优待缩水、承诺落空等问题。‘监督员’的身份，是信任更是责任，要让每一位军人、老兵都能享受到不掺水分的尊重与温暖。”傅良成说，在“监督员”的共同努力下，如今拥军联盟服务更规范、机制更完善、优待更暖心。
