新华社北京5月29日电（记者曹嘉玥、万倩仪）外交部发言人毛宁29日表示，日本和菲律宾擅自启动所谓“海域划界谈判”，严重侵害中方海洋权益，中方对此坚决反对，已分别向日、菲提出严正交涉。中方郑重声明，日、菲所谓“划界谈判”完全非法无效。当日例行记者会上，有记者问：5月28日，菲律宾总统访日期间，日菲发表联合声明宣布正式启动日菲间专属经济区和大陆架的划界谈判。中方对此有何评论？毛宁说，日、菲宣布的拟划界海域位于中国台湾岛以东。根据中国国内法和包括《联合国海洋法公约》在内的国际法，中国在该海域拥有专属经济区和大陆架。“日、菲擅自启动所谓‘海域划界谈判’，严重侵害中方海洋权益，严重违反包括《联合国海洋法公约》在内的国际法和国际关系基本准则，中方对此强烈不满，坚决反对，已分别向日、菲提出严正交涉。” 毛宁表示，中方郑重声明，日、菲所谓“划界谈判”完全非法无效，不会对中方在台湾岛以东海域的权利主张及行使自身合法权利造成任何影响。中方敦促日、菲立即停止任何侵害中方海洋权益的行动，以实际行动维护地区和平稳定。
