新华社北京5月28日电（记者万倩仪、邵艺博）就日本意图在二战后首次构建国家级情报统合体系，外交部发言人毛宁28日在例行记者会上答问时表示，中方注意到这一动向在日本国内和国际上引起很多争议和质疑。有有识之士指出，此事不仅是日本内政，更涉及日本宪制以及内外安全政策走向等重大问题。日本为政者应深刻汲取历史教训，慎重行事。当日例行记者会上，有记者问：据报道，近日，日本国会参议院表决通过设立“国家情报会议”和“国家情报局”的法案，意图在二战后首次构建国家级情报统合体系，以“国家情报会议”为核心，“国家情报局”为执行机构，负责统筹情报活动。中方对此有何评论？ “我对有关动向感到关切，也注意到这一动向在日本国内和国际上引起很多争议和质疑。”毛宁表示，有日本国内专家认为此举可能模糊“国家安全”边界，被用于构建全方位备战体系。也有有识之士指出，此事不仅是日本内政，更涉及日本宪制以及内外安全政策走向等重大问题。 “历史上，日本情报机构曾为日本全面推行军国主义、发动对外侵略战争铺路，对亚洲邻国和日本人民犯下罄竹难书罪行。日本为政者应深刻汲取历史教训，慎重行事。”毛宁说。
