国际社会应共同遏制日本军工产业扩张 ——警惕日本“新型军国主义”的现实威胁⑭ ■曹慧敏孙绍红近期，日本在与澳大利亚签署护卫舰合作协议、实现战后首次对外出口主力作战平台后，又完成了对“防卫装备转移三原则”及其运用指南的修改，实质性解除杀伤性武器出口限制。随着武器出口步步加速，日本“新型军国主义”正“破笼而出”，严重威胁亚太地区乃至全球和平稳定。日本大搞武器生产与出口，绝非单纯的经济行为，而是其谋求“军事大国”地位、推行地缘政治扩张的关键步骤，其所谓“和平国家”形象正在发生根本性蜕变。日本相关动作的危害是全方位、深层次的。日本武器出口正在打破亚太地区维持数十年的战略平衡，点燃新一轮军备竞赛的导火索。随着禁令解除，日本军工企业将凭借技术优势在国际军火市场展开竞争，并用巨额出口利润提升研发生产能力，助力自卫队提升武器装备水平和作战能力。通过对外军售，日本不仅获得了经济利益，还增加了影响地区局势的手段，甚至有可能将相关武器进口国裹挟到其战时轨道。日本新设立的“例外条款”，为其向冲突地区输送武器大开方便之门。随着日本武器出口规模不断扩大，其对国际冲突的介入也将越来越深，这将形成一个冲突催生军售、军售加剧冲突的恶性循环，使本就动荡不安的世界局势雪上加霜。面对日本军事扩张的危险趋势，考虑到日本军国主义的历史罪行和当前右倾化加剧的国内政治环境，国际社会必须采取切实有效的措施加以遏制。一是揭露日本真实图谋，联合国际社会多向施压。在联合国等多边场合持续揭露日本武器出口事实，将历史问题与日本当前一连串危险动向挂钩，戳破其“和平主义”话语的欺骗性。警醒那些准备从日本购买武器的国家，日本军售附带的政治条件，最终可能会使本国卷入不必要的地缘政治冲突。二是完善多边监督与地区军控机制。分析人士指出，有必要把日本的军事技术和武器出口置于国际社会监督之下，对日本武器出口的种类、数量、目的地和最终用途，特别是其向冲突地区出口武器的行为进行全程跟踪和监督。三是推动地区安全对话，构建互信合作的安全架构。亚太各国应坚持通过对话协商解决分歧，反对搞阵营对抗和军事同盟，反对通过出口武器等方式破坏地区局势，应推动构建普遍安全、共同繁荣的亚太命运共同体。历史的教训刻骨铭心。日本军国主义曾经给亚洲和世界人民带来了深重灾难。当前，日本右翼势力妄图重走军事扩张老路，一系列倒行逆施之举正在蚕食战后国际秩序根基。国际社会必须高度警惕，形成强大合力，共同遏制日本军工产业扩张，维护来之不易的地区和平、稳定与繁荣。（作者单位：国防大学）
