一块损毁电池引发的讨论 ■赵洪涛陈昊 “一块无人机电池被压坏了！”北部战区海军某部营院里，演训归来的官兵们正忙着清点归拢物资，这时，一声懊恼的报告打破了忙碌。中士小苏检查时发现，一块专用电池被重物挤压损坏，已经无法使用。这次演训，这套设备清晰记录下每一个关键瞬间，圆满完成了影像保障任务。没想到，在任务结束后的返程路上出了问题。了解情况得知，演训收官撤收物资时，大家紧绷了多日的神经放松了下来，“归心似箭”之下，个别官兵把精密器材的管护要求抛在了脑后，随手将装着电池的器材包塞进了运输车车厢。车厢里堆着野战箱、装备配件等物资，一路颠簸，重物来回晃动，导致电池被压坏。后来一次爱装管装教育中，该部领导以此事为案例，组织官兵开展讨论。讨论中，个别官兵起初仍存侥幸心理：“只是一次运输途中的疏忽，属于偶然意外，并且一块电池算不上核心装备，日常管理没必要这么较真严苛。” 对于这样的声音，有官兵当场反驳：“相关法规明确，军队单位应当加强各类器材、教具和设备的管理，严格落实保管制度。部队用于遂行任务的器材，无论价值高低、用途大小，都应严格管护，无‘例外’可言。保障器材同样是任务链上的关键一环，直接关系到战斗力生成！” “装备管护无小事！”官兵们深刻认识到，一块电池、一个零件的损毁，绝非偶然意外，而是法纪观念淡薄、作风养成不实、管护责任缺位的必然结果。这暴露出该部在全程管护责任上未能压紧压实、官兵落实条令条例不严格不到位等问题。问题根源厘清，整改刻不容缓。该部组织大家重新学习装备管护的相关规定，结合这次教训进行深入查摆，把思想上“重主战轻保障”“重任务轻管护”等错误想法彻底清除。结合工作实际，他们重新梳理装备物资管理全流程规范，再也不搞“一锅煮”的粗放管理。前不久，新的演训任务下达。营区门口，官兵整装待发：主战装备专人检查固定，精密器材装进专用防护箱，贴上清晰标识；电池、镜头等易损配件，单独分类收纳，稳妥放在指定位置；大件物资、小件器材分区摆放，固定牢靠，每一个环节都细致到位、井然有序……
