蓄意修宪扩军是将自身推向危险境地 ——警惕日本“新型军国主义”的现实威胁⑬ ■项昊宇近期，日本国内多地爆发示威活动，仅东京一地就有约5万人聚集在一起，反对政府计划修改“和平宪法”。高市政府在军事安全领域的一系列右倾化政策和修宪动向，在日本国内、亚洲邻国和国际社会引起越来越多的质疑和反对。日本现行宪法于1947年5月3日施行，其第九条规定日本“永远放弃以国权发动的战争、武力威胁或武力行使作为解决国际争端的手段”，“不保持陆海空军及其他战争力量，不承认国家的交战权”，因而也被称为“和平宪法”。日本宪法第九条是战后日本和平发展的基石。修改宪法第九条、将自卫队写入宪法，为日本“再军事化”披上虚伪的“法治”外衣，是以高市为代表的日本右翼势力长期谋求的政治目标。继今年4月公开强推“国会修宪”之后，高市又于5月3日宪法纪念日当天，再度表达修宪意愿。这表明日本右翼势力冲击宪法第九条核心原则的政治图谋，从幕后走向前台，从迂回试探走向正面突破。事实上，掏空宪法和平条款的动向早已在推进。在军事安全领域，高市政府打着“强化自主防卫能力”的旗号，通过修订文件、增加军费、加快部署、突破禁区等方式，谋求实现战后最为激进的转型。高市政府已明确将在2026年底前完成对“安保三文件”的修订，制定未来5年扩军备武计划，推动军事战略从“被动防御”向“主动威慑”转变。在防卫开支上，不仅大幅增加预算，以期实现军事力量规模与质量的跨越式提升，还将资金重点投向防区外打击能力、无人作战系统、太空网络等领域，加速多域作战能力升级。在西南诸岛，加快部署防空导弹、反舰导弹及电子战部队，推动港口机场“军民两用化”改造，为介入地区争端预做准备。此外，高市政府还于4月21日通过内阁决议，完成对“防卫装备转移三原则”及其运用指南的修改，原则上将允许杀伤性武器对外出口…… 高市政府激进的军事安全政策，势必给地区安全带来严重威胁，将日本推向危险边缘。日本以周边邻国为“假想敌”的扩武政策，必然引发地区国家高度警惕，刺激地区军备竞赛升温。日本将自身安全与他国内政强行绑定，试图拉拢外部势力介入台海事务，将加剧地区冲突对抗风险。日本激进修宪扩军、突破和平体制，是对二战胜利成果与战后国际秩序的公然挑战，将严重侵蚀地区国家安全互信，阻碍经贸、人文等领域的交流合作。日本修宪问题事关战后国际秩序和日本走向，一直受到国际社会高度关注。高市政府蓄意修宪扩军，不仅无助于缓解日本经济和社会民生困境，反而会将自身推向更加危险的境地。防止军国主义阴魂复活，是日本应尽的义务，也是包括中国在内国际社会的坚定意志。国际社会尤其是地区国家需对日本的危险动向保持高度警惕，共同敦促日本深刻反省侵略历史，恪守和平发展承诺，坚决遏制其危险的军事扩张势头，维护地区和平安宁。（作者单位：中国国际问题研究院亚太研究所）
