10月8日，土耳其外长费丹在首都安卡拉出席新闻发布会。新华社发（穆斯塔法·卡亚摄） 新华社安卡拉10月8日电（记者霍丹彤）土耳其外长费丹8日说，《麦加共同防务协议》是防御性协议，土耳其不会向他国派兵并实施攻击。 费丹在电视讲话中说，《麦加共同防务协议》“不是一项进攻性协议，而是一项防御性协议”，当协议一方遭到攻击时，其他各方将支持其进行防卫。他还说：“土耳其不会向其他国家领土派遣部队并在那里发动攻击。” 土耳其国防部同日发表声明说：“（向他国）提供军事力量和能力的相关程序，需按照宪法和相关法律的规定进行。” 胡塞武装近期向也门政府军发动攻势，并频繁袭击支持也门政府的沙特阿拉伯。根据沙特、土耳其和巴基斯坦三国8月7日签署的《麦加共同防务协议》，对三国中任何一国的武装攻击将被视为对三国全体的攻击。国际舆论认为，随着胡塞武装愈加频繁地袭击沙特，“麦加防务联盟”面临“首次真正检验”。 沙土巴三国10月5日召开“麦加防务联盟”战略政治与防务委员会紧急会议，商讨沙特面临的安全形势变化与威胁，同意立即在沙特部署军事力量。
