新华社莫斯科5月19日电（记者王作葵刘恺）应国家主席习近平邀请，俄罗斯总统普京于5月19日至20日对中国进行国事访问。访华前，普京发表视频讲话。他表示，很高兴应习近平主席邀请再次访华，定期互访和举行元首会晤，是俄中全方位发展两国关系、挖掘其真正无限潜力的重要且不可或缺的一部分。这是普京首次在出访前发表视频讲话。他说：“我由衷珍视习近平主席对同俄罗斯开展长远合作的意愿。我们之间的密切友好往来，有助于我们擘画最为宏伟的蓝图，并将其付诸实践。” 普京说，25年前俄罗斯与中国签署了《俄中睦邻友好合作条约》，为建立真正意义上的战略协作与全面伙伴关系奠定了坚实基础，造福两国人民。普京说，当前，俄中关系达到了前所未有的水平。两国关系的特质体现在，双方相互理解与信任，在平等互利的基础上开展合作，进行相互尊重的对话，并在涉及捍卫主权和国家统一等核心利益问题上相互支持。普京说，俄罗斯与中国对未来充满信心，将一道积极发展政治、经济等领域的联系，扩大人文交流，鼓励民间往来。双方正共同致力于深化双边协作，推进两国各领域发展。普京说，俄中双边贸易额持续增长，早已突破2000亿美元大关。双方正在落实重要合作倡议。继互办“文化年”之后，又互办“教育年”，这是两国在人文领域开展的第十个此类国家间合作项目。“我想指出，俄罗斯人民对中国的悠久历史，对中国在文化、艺术和科学领域取得的成就充满敬意。” 普京说：“我们对两国相互实施免签政策表示欢迎，这不仅有助于促进商务与旅游往来，也为俄中两国公民之间的交流与联系创造了新的机会。” 普京说，俄中之间紧密的战略协作在国际舞台上发挥着重要的稳定作用。同时，俄中友谊不针对第三方，而是追求和平与共同繁荣。正是基于这一逻辑，俄罗斯与中国协调一致，共同维护国际法和联合国宪章，并在联合国、上海合作组织、金砖国家及其他多边平台保持积极协作，为解决全球及地区紧迫问题作出重要贡献。普京说：“我坚信，我们将继续携手，竭尽全力深化俄中伙伴关系与睦邻友好，确保两国的蓬勃发展和人民福祉，维护全球安全与稳定。”
