新华社北京9月20日电 伊朗伊斯兰议会议长卡利巴夫20日表示，在伊方提出的条件得到满足、伊朗民族权利得到承认以及美方履行承诺前，伊朗不会恢复此前条件下的对美谈判，霍尔木兹海峡也不会重新开放。 据伊朗媒体报道，卡利巴夫当天在议会发表讲话说，伊方已通过调解方向美方明确传递有关条件和立场，伊方在外交问题上的立场“明确且不可谈判”。 伊朗最高国家安全委员会秘书穆赫辛·雷扎伊19日接受卡塔尔半岛电视台采访时表示，卡塔尔作为调解方已向美国方面转达伊朗的谈判条件，正等待美方回应。伊朗提出的谈判条件是美国结束所有针对伊朗的战事、解冻被冻结的伊朗资产并结束海上封锁。（高冰冰）
