西藏吉隆口岸核心区上游堰塞湖已完全泄洪、河道恢复正常过流，堰塞湖险情基本解除—— 受灾转移安置群众陆续返乡 9月7日，在吉隆镇的一处安置点，萨勒乡郭巴村群众准备乘车返乡。新华社记者旦增尼玛曲珠摄收拾行囊、搬运行李……9月7日16时许，西藏日喀则市吉隆镇一处安置点内一派忙碌景象。萨勒乡郭巴村180名转移群众，踏上了回家的路。 8月26日，因尼泊尔一侧发生泥石流灾害，造成西藏日喀则市吉隆县吉隆口岸重大人员伤亡、失联。山体垮塌截断河道形成堰塞湖，对周边村落群众生命安全构成严重威胁。为防范次生灾害风险，当地紧急将吉隆镇、萨勒乡5个村庄共499名群众转移至吉隆镇集中安置。 “安置点吃住都很好，三菜一汤，还有糌粑、酥油茶，生活很安心。”郭巴村村民普琼坦言，虽然安置生活有保障，但心里始终牵挂着家中牲畜、庄稼，盼着早日回家。连日来，当地持续组织专家开展隐患排查、水文监测，动态研判次生灾害风险。目前，吉隆口岸核心区上游堰塞湖已完全泄洪、河道恢复正常过流，堰塞湖险情基本解除，群众返乡条件成熟。为保障群众安全顺利返乡，当地核查了房屋安全情况、确认道路畅通后，工作人员逐户核对人员信息，并统一调度转运车辆，分批组织群众有序乘车返乡。车辆沿着蜿蜒山路，平稳驶向各村。抵达村口，眼前的景象让普琼倍感暖心。房前屋后整洁有序，村民撤离前未及收纳的饲料已整理归仓。原来，群众转移后，村“两委”、驻村工作队与乡镇党员干部组建6人党员先锋队，负责全村管护值守。留守党员每日拍摄村内实景视频，发布到村微信群，让安置点的村民随时了解村里的情况。此前，吉隆镇冲色村，萨勒乡拉比村、色琼村转移安置群众已安全返村。在拉比村，村里组建党员“临时饲养员”队伍，每日逐户巡查鸡舍、照料家禽、打理田间作物。“看似琐碎的小事，都是关乎群众切身利益的民生大事。”萨勒乡党建办主任尼玛措赤说。村民们回到村庄后，当地干部挨家挨户送去罐头、方便面、面包等生活保障物资。“党和政府事事考虑周全，心里更踏实了。”拉比村村民占堆说。从紧急避险转移、暖心安置保障，到有序平安返乡，十余天来，边境一线的接力守护从未间断。（新华社西藏吉隆9月8日电记者格桑边觉、旦增尼玛曲珠）
