提高具体指导的本领 ■张颖科作者：茅文宽近日，某部出台《机关指导帮带基层工作规范》，明确要求“发现问题与分析原因同步、指出不足与传授方法同步、限期整改与跟踪问效同步”，结合实际进行具体指导，着力破解基层的突出问题，赢得官兵点赞。对各级党委和机关干部来讲，提高具体指导的本领是履职尽责所需，也是推动部队建设高质量发展的客观要求。具体指导，本质是坚持实事求是，进行科学、分类、深入指导。毛泽东同志曾指出，“我们不但要提出任务，而且要解决完成任务的方法问题。我们的任务是过河，但是没有桥或没有船就不能过。不解决桥或船的问题，过河就是一句空话。”任何宏大部署、美好蓝图，唯有依靠具体指导这个“桥”和“船”，才能精准落地、变为现实。否则，就容易抓虚落空。现实中，个别党委和机关干部之所以不善于做具体指导的工作，有掌握情况不够、自身本领不强等诸多原因。但主要症结在于，具体指导需要付出更多的脑力脚力，承担更多的责任义务。工作中，一般号召、宏观指导必不可少，但基层最需要、最盼望的恰恰是科学管用、有温度实感、能解决问题的指导。如果工作指导不符合实际、不能解决具体问题，就难有生命力，何谈落实的科学性、实效性、创造性？如此指导，不仅对工作推进起不到大的效果，还可能脱离官兵、脱离实践、脱离一线，削弱机关干部的威信。具体指导，从吃透上情、胸怀大局开始。宏观管方向，微观讲方法。只有对“国之大者”“军之大事”心中有数，处理好全局与局部、大账与小账、战略与战术的关系，在谋划时统揽大局、操作中细致精当，才能在具体指导上更好把握方向、分清主次、抓住重点，做到既为一域争光、更为全局添彩。具体指导，基于对下情实情的深入了解。掌握实情，抓工作才有针对性，谋发展才有预见性，作决策才有科学性。倘若总靠电话、文电、会议，对实情掌握的深度、准度、广度就会打折扣。只有多深入基层、深入一线，掌握“第一手资料”，多听不同声音、多解剖麻雀，指导才能有具体抓手，达到事半功倍之效。具体指导，需要对规律的准确把握。焦裕禄坚信“吃别人嚼过的馍没味道”，把所有的风口、沙丘、河渠逐个丈量、编号、绘图，掌握了风沙、盐碱、内涝“三害”的规律，制定了科学的治理规划。认识把握规律，提高指导的科学性，既要坚持具体问题具体分析，“一把钥匙开一把锁”；又要“入山问樵、入水问渔”，持续学习提高，努力使科技素养、指挥素养、治理素养紧跟时代发展和使命任务要求。
