第77集团军某旅破解账单报销难题解放军报讯蔡童、陆军融媒体中心记者纪思达报道：“没想到，软件支出的账单也能报销了！”近日，第77集团军某旅干部金羽萱收到银行卡到账提醒，高兴地说。此前参加上级网络宣传作品评比活动，她利用国产AI软件制作了一部近3分钟的短视频，最终荣获一等奖。但由于单位没人报销过这种开支，加上花费不多，金羽萱就自己掏了钱。该旅领导经过调研发现，金羽萱遇到的情况并非个例：因工作需要，一些官兵在网上购买词元、AI软件会员等，但这些开支报销没有先例可循，也没有列入相应预算，大家不知道找哪个部门、用什么名目报销，都选择放弃报销。 “AI技术赋能部队建设发展，本是好事。但如果要官兵个人买单，既不合理，也影响大家干事创业的积极性。政策有空白，服务不能有缺口！”该旅党委会上，一班人深入讨论感到，时代总是不断出新题。面对新技术新事物，是事不避难、主动作为，还是害怕担责、畏首畏尾，是检验是否树立和践行正确政绩观的一把尺子。随后，他们向上级财务部门和院校财务专家咨询相关政策依据得知，现行经费结算报销制度中，经费项目没有明确AI图片、视频生成等开支，但也没有明文禁止。只要确系工作需要、凭证真实完整，就不违反规定。对此，该旅依据《军队单位经费结算报销暂行办法》中关于“其他能够证明经济业务事项的单据”可作为报销凭证的规定，对AI图片、视频生成等新领域开支进行补充明确：确系工作需要，经报批后，凭支付记录、使用证明和情况说明，可按程序实报实销。他们还举一反三，定期研究解决官兵在运用新技术过程中遇到的矛盾问题，让实干者心无旁骛，让担当者后顾无忧。
