古诗云：“一点清油污白衣，斑斑驳驳使人疑。纵饶洗遍千江水，争似当初不污时。”这诗句表明一个道理，领导干部一定要严格要求自己，保持“慎初”之心，切实筑牢拒腐防变的思想防线，坚决摒弃“一次不要紧”的侥幸心理和“下不为例”的错误认识。习主席强调，每个领导干部都应该把洁身自好作为第一关，从小事小节上加强约束、规范自己，坚决反对特权思想、特权现象，习惯在受监督和约束的环境中工作生活，炼就过硬的作风。“清越而瑕不自掩，洁白而物莫能污。”从内因看，领导干部生活上不检点、不自律，就会滋长私心，出现这样那样的问题。正如古人所说：“欲无度者，其心无度；心无度者，则其所为不可知矣。”从外因看，苍蝇不叮无缝的蛋，领导干部一旦思想的栅栏洞开，就可能成为被“围猎”的对象。很多人就是从一条烟、一瓶酒、一张卡、一顿饭开始，逐步陷入违法乱纪的深渊。在小事小节上加强约束。领导干部加强自律，关键是在私底下、无人时、细微处做到慎独慎微。“堤溃蚁孔，气泄针芒”“小洞不补，大洞吃苦”……无数事实证明，小事小节上的放纵，对一个人品行和作风的影响是渐进的、隐蔽的，最终可能是致命的。领导干部应从小事小节上加强约束、规范自己，不因“小问题”而姑息迁就，不因“小意思”而欣然笑纳，做到人前人后一个样、有无监督一个样、“八小时”内外一个样，牢牢守住做人、处事、用权、交友的底线。在思想防线上筑牢堤坝。“廉”与“腐”，一样的“广”字外表下，却有着不一样的“心”。“天下之难持者莫如心，天下之易染者莫如欲。”习主席曾引用这句话告诫全党同志：“一旦有了‘心中贼’，自我革命意志就会衰退，就会违背初心、忘记使命，就会突破纪律底线甚至违法犯罪。”领导干部应守住自己的内心，正心明道、怀德自重，明辨是非善恶，追求健康情趣，勤掸“思想尘”、多思“贪欲害”、常破“心中贼”，以内无妄思保证外无妄动，做到心有所戒、行有所止，守住底线、不踩红线、不碰高压线。在接受监督上养成习惯。权力不受监督，必然滋生腐败。能不能正确对待、自觉接受党和人民监督，是衡量领导干部党性修养水平的一个重要尺度。不想接受监督的人，不能主动接受监督的人，觉得接受党和人民监督很不舒服的人，不具备当领导干部的起码素质。领导干部应自觉加强理论学习，提高党性修养，把接受监督作为成长进步、干事创业的重要保证，坚决反对特权思想、特权现象，习惯在受监督和约束的环境中工作生活。
