新华社比什凯克9月1日电 上海合作组织成员国元首理事会关于加强对受紧急情况影响的国家援助响应能力的声明 我们，上海合作组织（以下简称“上合组织”）成员国领导人； 恪守《上合组织宪章》的宗旨和原则，以及公认的国际法原则和准则； 重申秉持以互信、互利、平等、协商、尊重多样文明、谋求共同发展为内涵的“上海精神”； 注意到自然、人为、公共卫生、社会安全及其他类型的紧急情况，包括地震、洪水、泥石流、雪崩、森林草原火灾、干旱、流行病、事故和灾害，对人类生命和健康、环境、基础设施和各国经济造成严重损害； 对紧急情况数量和规模的增长，以及向受灾国和受灾民众迅速提供人道主义援助的需求日益增长表示关切； 强调上合组织成员国加强团结、相互支持和协同合作，迅速应对紧急情况并减轻其后果的重要性； 强调建立有效、透明和协调一致的人道主义援助动员、协调和提供机制的重要性； 注意到吉尔吉斯共和国关于建立向遭受紧急情况国家提供人道主义援助机制的倡议，同时注意到俄罗斯联邦关于在上合组织内建立应对国际危机和紧急情况后果的资源储备基金的提议； 我们特此声明： 上合组织成员国将采取以下行动： 根据上合组织成员国的正式请求或经其同意，优先向遭受自然、人为、公共卫生、社会安全及其他类型紧急情况的上合组织成员国提供人道主义援助； 在具备适当能力的前提下，通过上合组织协调机制向其他遭受紧急情况的国家提供人道主义援助，同时基于成员国自愿参与、共识决策和遵守各国法律的原则，研究建立人道主义援助机制，包括协调、动员和运送援助的商定程序； 完善关于紧急情况、损失规模、受灾国首要需求及援助提供能力的快速信息交换机制； 继续研究本声明落地的实际操作问题； 经上合组织成员国协商一致并根据各成员国国内立法，开展联合演习、共训共练及其他旨在提升紧急情况援助准备水平的活动； 与包括联合国系统相关机构在内的国际和区域组织开展合作，协调人道主义救援领域的努力并交流经验。 本声明各项规定的落实不产生上合组织成员国进行额外财政缴款或设立单独预算的义务。本声明将有助于增强上合组织作为有效区域互助平台、团结和集体应急响应平台的作用。 2026年9月1日 比什凯克
