第72集团军某旅某连贯彻落实新条令强管理—— 军士补位显担当 ■解放军报特约记者韦仕麒午休刚刚结束，第72集团军某旅警卫连楼前，刚转改不久的下士小潘吹响了午休起床哨。随着连队留守人员迅速集结完毕，他准确下达整队口令，清晰安排下午的训练课目。这段时间，连队正转入海训，小潘所在排的留守人员本来由杨班长负责管理，但前几天，他因家中急事临时休假，排里骨干一时缺位。面对这一情况，小潘主动请缨。经指导员批准，他正式履行连值班员职责，承担本排人员管理和一周连队值班任务。几天下来，小潘各项工作安排得井井有条，获得战友们的普遍认可。此前，该连非骨干军士的作用发挥并不积极，甚至有人觉得临时代理骨干是吃力不讨好的差事。彼时，连队大部分官兵在外参加演训，留守干部力量有限，人员管理、日常值班等任务繁重，需军士临时代行骨干职责。但一些军士认为这只是“帮忙”，名不正言不顺。有的值班时心怀顾虑，不敢大胆管理；有的则抱着“走过场”心态，生怕管严了被说“爱出风头”。一名军士坦言：“自己是新转改的军士，又不是班长，管多了怕惹人嫌，多一事不如少一事。” 一次连队组织集中学习，小潘深受触动。《中国人民解放军内务条令》明确规定，军士除履行义务兵基本职责外，还应“发挥骨干作用、发挥表率作用、发挥助手作用”。指导员在随后的讨论中也强调：“无论是否担任班长职务，军士的身份本身就意味着责任与担当。落实条令要求不是选择题，而是必答题，是法定职责！”这番话让小潘深刻认识到：主动作为不是“越位”，而是依法履职的本分。此次海训排里骨干出现空缺时，小潘没有再犹豫。他深知，过去那种“临时顶替、应付了事”的老观念必须彻底摒弃，条令法规就是他履职尽责、大胆管理的依据所在。他主动找到指导员，郑重请缨：“排里现在需要骨干，我申请承担管理任务和本周连值班职责！”获得批准后，他立刻行动起来，一边反复研读条令手册，熟悉值班员职责内容和工作规范，一边虚心向其他班长骨干请教工作方法和经验。从整队口令节奏到突发情况处置预案，他一丝不苟地进行练习。从“多一事不如少一事”的旁观者，到“关键时刻站出来”的顶梁柱，小潘的转变折射出整个连队法治意识的增强。以此事为契机，该旅组织干部对照条令逐项查找日常管理短板，制订整改措施，确保条令规范真正落地。各班排利用政治教育等时机深入学习，引导官兵将法治观念融入日常、形成习惯。连队还结合实际，对日常执勤、应急拉动、公差勤务、留守管理等任务细化分工，根据每名军士的能力特点给予相应任务。前不久一次应急拉动演练中，负责组织的骨干被临时抽调，下士小安主动站出来，依据条令规定和预案迅速完成人员集结与任务分配，带领战友圆满完成任务。
