新华社北京8月28日电 8月28日，十四届全国人大常委会第二十四次会议表决通过新修订的国防动员法，自2026年10月1日起施行。新修订的国防动员法，贯彻习近平强军思想，坚持总体国家安全观，贯彻新时代军事战略方针，明确新体制下国防动员军地职能定位、工作运行机制、重点工作任务，完善与国防安全需要相适应、与经济社会发展相协调、与突发事件应急机制相衔接的国防动员体系，推进国防动员现代化，保障新时代国防动员高质量发展。新修订的国防动员法共14章82条，对总则，组织领导机构及其职权，国防动员规划、实施预案与潜力统计调查，与国防密切相关的建设项目和重要产品，后备兵员的储备与征召，战略物资储备与调用，军品科研、生产与维修保障，战争灾害的预防与救助，国防勤务，民用资源征收、征用与补偿，宣传教育，特别措施，法律责任等章节内容作了较为全面的修改完善。新修订的国防动员法，适应国防动员新形势新体制新要求，对于规范和加强国防动员工作，增强国防动员能力，维护国家安全和发展利益，将发挥重要作用。
