国家主席习近平即将出席在吉尔吉斯斯坦比什凯克举行的2026年上海合作组织峰会。峰会期间，习近平主席将同与会各国领导人就新形势下深化上合组织各领域合作以及当前重大国际和地区问题深入交换意见，就引领上合组织高质量发展、参与全球治理体系改革和建设作出规划部署。 “我愿提出全球治理倡议，同各国一道，推动构建更加公正合理的全球治理体系，携手迈向人类命运共同体。”一年前在上合组织天津峰会上，习近平主席着眼时代发展大势和人类共同福祉，郑重提出全球治理倡议，为全球治理体系朝着正确方向发展作出宏伟擘画。全球治理倡议是继全球发展倡议、全球安全倡议、全球文明倡议之后，中国为世界提供的又一重要国际公共产品。以“奉行主权平等”为首要前提，以“遵守国际法治”为根本保障，以“践行多边主义”为基本路径，以“倡导以人为本”为价值取向，以“注重行动导向”为重要原则。在全球治理逆水行舟、不进则退的关键当口，习近平主席以世界级领袖的远见与担当，为全球治理体系改革完善给出饱含东方智慧的中国答案。今年是上合组织成立25周年。走过四分之一个世纪，成员国秉持互信、互利、平等、协商、尊重多样文明、谋求共同发展的“上海精神”，坚持团结协作，全面深化合作，推动上合组织发展成为世界上幅员最广、人口最多、发展潜力巨大的综合性区域合作组织，成功探索出一条新型区域合作的道路，树立了新型国际关系的典范，日益成为全球治理体系建设和改革的积极推动力量。 “面对加速演进的世界百年未有之大变局，上海合作组织要发挥引领作用，当好践行全球治理倡议的表率。”习近平主席倡导各方为维护世界和平稳定贡献“上合力量”，为推动全球开放合作展现“上合担当”，为弘扬全人类共同价值作出“上合示范”，为捍卫国际公平正义采取“上合行动”。上合组织是首个以中国城市命名、中国参与创建、并将总部设在中国的国际组织。新时代以来，习近平主席出席了历次上合组织峰会，中国先后于2018年、2025年成功举办上合组织青岛峰会、天津峰会。 “中国始终将自身发展同上海合作组织发展联系起来，同各成员国人民对美好生活的向往联系起来。”推动上合组织更好发展，中方始终讲求一个“实”字。计划在有需要的成员国实施100个“小而美”民生项目；在成员国建设10所“鲁班工坊”，提供1万个人力资源研修培训名额；愿同各方共同建设好人工智能应用合作中心；请有条件的国家参与国际月球科研站建设……习近平主席在天津峰会上提出的系列务实举措，为上合组织建设发展注入强大力量。上合组织成立25周年之际，习近平主席出席2026年上合组织峰会备受瞩目。凡益之道，与时偕行。中方愿同上合大家庭各方一道，推动比什凯克峰会进一步凝聚共识，共同谱写合作新篇章，为推动构建人类命运共同体不断贡献“上合力量”。（新华社北京8月27日电）
