坚持极限思维、底线思维 ■刘维姣习主席对西藏日喀则市吉隆县遭受泥石流灾害作出重要指示强调：“要坚持极限思维、底线思维，认真落实防汛防台风各项措施，加强各类风险隐患排查整治，坚决防范重特大灾害事故发生，确保人民群众生命财产安全。”这一重要指示，为当前做好防灾减灾救灾工作指明了方向。重大灾害往往猝不及防、破坏力极强，容不得半点松懈麻痹。坚持极限思维，就是按最坏的情况打算、按最极端的情形准备；坚持底线思维，就是无论发生什么，都要牢牢守住人民生命安全的底线。二者落到行动上，必须践行“宁可十防九空，也不能万一失防；宁可事前听骂声，不可事后听哭声；宁可信其来，不可信其无；宁可信其重，不可信其轻”的重要理念。多一分未雨绸缪，就能多一分主动。抢险救灾是人民军队宗旨所在、使命所系，任务部队应紧盯任务区动态，及时精准预判各种风险，切实把困难估计得更充分一些，把风险思考得更深入一些，努力把每一处隐患查得更细、每一份预案落得更实、每一道防线筑得更牢。只有真正把极限思维、底线思维贯穿防灾减灾救灾各项工作中，才能以万全之策确保万无一失，在灾害来临时保护人民群众生命财产安全。
