近日，一份标注“特急”的上级指令通过指挥信息系统传至海军某部作战值班室。值班参谋反应迅速，从接收登记、呈报流转到形成落实方案下发一线部队，短时间内便高效完成。 “如今机关下发通知，留给基层的筹划准备时间充裕，我们落实起来更加从容。”某营干部张朋告诉记者。这份从容，正是该部党委推动机关作风转变，将政治整训成果向基层辐射、向末端延伸的生动体现。过去，“时间紧、任务急”是基层接收落实指令的常态。上级部署工作本应预留合理落实时间，但通知在机关内部流转中，常因流程繁琐、责任不清等造成迟滞。某营文书张奉泽对一次档案整理工作记忆犹新。那次，相关通知在机关审批流转多日，直至工作要求截止时间前两天才仓促下发。“当时，部队刚结束重大任务归建，准备时间十分紧张。”张奉泽回忆，为按时上报，官兵不得不加班加点整理。该部党委深入调研发现，这一现象并非个例。究其原因：一方面，部分机关人员缺乏服务基层、服务打仗的主动意识，工作节奏前松后紧；另一方面，公文流转存在“堵点”，审批环节繁琐，遇节假日或经办人岗位变动，工作易“断档”，导致通知往往赶在“最后一刻”才发到基层。 “机关工作的终点不是发通知，而是服务战斗力。领导机关必须完成从‘管理者’到‘服务者’的思维转变和身份重塑。”党委会上，该部领导深刻指出问题根源，结合深化政治整训，引导机关转变作风，树牢以基层为中心的服务导向。他们选取“通知迟滞造成基层忙乱”等典型案例深入剖析，要求机关坚决破除“重程序、轻实效”思维，善于换位思考基层实际，切实端正根本态度、增强服务意识。同时，该部持续优化机关工作流程：规定各类公文办理时限，明确机关科室负责人在文件流转中的首要责任，精简非必要审批环节，推动通知下发节点前移，确保文件即收即办、日清日结、高效流转。如今，该部机关人员上班后首先梳理当日待办事项，主动研判通知下发后基层落实可能遇到的困难，并结合实际给出建议，与通知同步下发。随着机关作风转变，该部基层官兵普遍感到，通知下达更早、内容更实、指导性更强，预留落实时间也更充裕。“现在接到通知，我们不仅能更好地筹划落实，还能向上级反馈合理建议，工作质效明显提升。”一名连队主官说。 “作风建设永远在路上，服务基层永无止境。”该部领导表示，下一步他们将持续改进机关作风，抓好问题查摆整改，切实为基层松绑减负，让官兵心无旁骛投身练兵备战。
