习主席强调，军队各级领导不要做苏联话剧《前线》中那个思想僵化、不学新知，最终吞咽失败苦果的戈尔洛夫。贯彻落实这一重要指示要求，我们必须努力让思想活泼起来，“不拘常法，临事适变，从宜而行”。 1939年2月，原陕甘宁边区政府机关报《新中华报》改组为中共中央机关报。毛泽东同志为其题词“多想”，鼓励大家多动脑筋、多做分析。后来，毛泽东同志又在多个场合提到要“开动脑筋，使思想活泼起来”“脑子一固定，就很危险”。这些话，对我们今天的工作仍具有启示意义。 “因循苟且逸豫而无为，可以侥幸一时，而不可以旷日持久。”一位科学家在海洋馆做实验，他用玻璃板将鲨鱼和小鱼隔开，鲨鱼试图冲向小鱼，却因屡屡撞到玻璃板上导致捕食失败。久而久之，鲨鱼便不再发起攻击。一段时间后，科学家撤掉玻璃板，鲨鱼却依旧不再攻击小鱼。这时，阻挡鲨鱼的不再是一块有形的玻璃板，而是无形的惯性、固化的思维。 1946年7月，东北老航校飞行训练全面展开，面对初、中级教练机严重短缺的困境，航校领导打破循序渐进的传统惯例，提出“直上‘九九’高教机”。虽然遭到许多质疑，但他们以科学态度认真分析，大胆做出决策，最终实现了目标，创造了航空训练史上的奇迹。这充分说明：思想的活力是事业发展的不竭动力。思想为什么会僵化？主要有两个原因：一是自我感觉良好，干工作凭感觉、靠经验、吃老本，导致知识老化、思想僵化、能力退化，新办法不会用、老办法不管用；二是疏于学习思考，深陷忙忙碌碌的事务主义，缺乏“本领恐慌”的紧迫感、“知识不足”的危机感。新征程上，我们会面临许多过去不曾遇到的新情况、新问题，要做许多过去并不熟悉的探索性、创新性工作，需要与时俱进、推陈出新，勇于突破思维定式，让思想活泼起来。思想要活泼，需要把勤学善思当作责任。学习是思想的“磨刀石”，永不僵化的思想离不开持续学习。军队领导干部要时刻保持见微知著的敏锐、居安思危的清醒，坚持干什么学什么、缺什么想什么，主动探索学习、刨根问底研究，抓住实质、吃透精髓，深入学习党的创新理论，加快填补新兴领域、前沿科技的知识盲区，系统研究军事、研究战争、研究打仗，靠扎扎实实地学与思，不断提高战略素养、联合素养、指挥素养、科技素养。思想要活泼，需要把创新创造当作追求。胜利总是向那些思考战争变化的人“微笑”。军事领域是竞争和对抗最为激烈的领域，最需要的是创新，根本出路也在创新。如果囿于陈旧的、僵化的思维定式想问题、做事情，便会原地打转、止步不前，上了战场非吃败仗不可。建设创新型人民军队，要更加注重创新驱动，勇于突破各种各样的思维定式，积极培塑敢为人先、守正创新的意识和风尚，营造尊重创新、崇尚创新、大胆创新的浓厚氛围，让创新创造成为价值导向、思维方式、生活习惯，不断提高创新对战斗力增长的贡献率。
