“政策找老兵” 服务送上门 ■姚立沈美艳 “真没想到，退伍证丢了几十年，工作人员还能主动上门，帮我把优抚待遇办下来！”近日，湖北省孝感市孝昌县小悟乡退役军人刘仔清顺利申领到农村籍退役士兵老年生活补助后，专程到孝昌县退役军人事务局表达感谢。 60岁的刘仔清长期独居乡村，虽已符合该补助申领年龄，但因退伍证早年遗失，几年前退役军人信息采集时又没有查到服役档案，他便没有申报。前不久，孝昌县退役军人事务局拥军优抚股工作人员李绍亮筛查数据时，发现此前通过工作人员调查走访、村委会开具证明等方式确认退役军人身份，并完成建档立卡的刘仔清未申报相关待遇，且预留的联系方式失效。他随即通过县、乡、村三级联动摸排机制，组织人员入户寻访，联系到刘仔清本人，了解了具体情况。根据农村籍退役士兵老年生活补助申领要求，填写相关信息需以服役档案为依据。抱着“再试一试”的想法，李绍亮以姓名、户籍地、入伍时间等为线索，在电子档案库中反复筛查比对，最终通过刘仔清曾用名“刘子清”这一线索，找到了他的服役档案。随后，他们协助刘仔清整理材料，代办申领手续。考虑到老人独居、出行不便，他们还安排退役军人服务站工作人员此后按时上门开展服务，让刘仔清能够依规享受这项优抚待遇。 “以往优抚服务多以老兵主动申报为主，因信息闭塞、材料遗失等原因，很容易出现漏报。”李绍亮介绍，今年以来，孝昌县退役军人事务局持续推进服务模式从“老兵找政策”向“政策找老兵”升级，主动发现老兵需求，为多名老兵办理了相关补助申领业务。
