法护山河，典泽千秋 ■徐国平 2026年8月15日，第四个全国生态日。 21年前的这一天，“绿水青山就是金山银山”的科学论断在浙江安吉诞生；3年前的8月15日，是首个全国生态日；而今，《中华人民共和国生态环境法典》正式施行。这是我国继民法典之后第二部以“法典”命名的法律，也是世界上第一部以“生态环境法典”命名的法典，为实现人与自然和谐共生的现代化筑牢更强法治根基。经国序民，正其制度。习主席深刻指出，“推动绿色发展，建设生态文明，重在建章立制”“只有实行最严格的制度、最严密的法治，才能为生态文明建设提供可靠保障”“要加快制度创新，增加制度供给，完善制度配套，强化制度执行，让制度成为刚性的约束和不可触碰的高压线”……习主席的一系列重要论述，宣示了生态文明建设要严格用制度管权治吏、护蓝增绿的坚定决心。在各级共同努力下，我国生态文明建设取得显著成效。雨后北京，晴空澄澈明净，朵朵白云悠然漫卷，天更蓝；风拂草原，碧野千里延伸，无边绿浪滚滚，草更青；暮夏秦岭，群山含翠浓绿铺展，林海苍苍草木葳蕤，山更绿；万里长江，浩荡奔流不息，波静水映青山，水更清……这是习近平生态文明思想指引下的绿色蝶变，也是法治护佑下人与自然和谐共鸣持续奏响的时代乐章。法护山河，典泽千秋。法典，诸法之总汇、制度之集成。文明城市、诗意乡村……相信随着生态环境法典的正式施行，美丽中国建设的壮阔实践必将更加自觉有力，让人民群众在绿水青山中共享华夏大地的自然之美、生命之美、生活之美。这是一部法典对一支军队的法治授权——法典第1241条明确规定：“国务院、中央军事委员会可以依照本法规定的原则制定有关军队生态环境保护工作的具体管理办法。” 这是一支军队对一部法典的忠实践行——演训活动主动避开生态敏感区、驻训期间所有垃圾分类处理、海岛官兵住进“零碳营房”……全军很多部队都有组织、有计划地参加驻地“共建绿色家园”活动。 “天下之事，不难于立法，而难于法之必行。”法典已经施行，现在轮到我们每个人以敬畏之心执行它，以担当之心守护它，以热爱之心践行它。法治为笔，山河为卷。在习近平生态文明思想科学指引下，在生态环境法典护航下，驰而不息、久久为功，我们必将书写出美丽中国建设的崭新篇章。
