在商务部20日举行的例行新闻发布会上，商务部新闻发言人何亚东就美征收无人机关税、中方就欧盟利用《外国补贴条例》（FSR）对中国相关实体的跨境调查做法再次发布禁执令等热点问题进行回应。何亚东说，我们注意到美方对无人机及零部件征收232关税的决定。中方一贯认为，美方232措施是以“国家安全”为名实施单边主义、保护主义。事实上，中国对美出口无人机主要应用于农业、设备巡检、影视娱乐等民用场景。 “美方232措施泛化国家安全概念，对贸易伙伴实施差异化关税税率，歧视性对待中国相关产品，严重损害中国企业利益，扰乱全球无人机产供链合作秩序，进一步破坏公平竞争的市场环境，中方对此坚决反对。我们敦促美方立即撤销232相关关税措施。”何亚东说。在当天的发布会上，有记者问：8月19日，中方就欧盟利用《外国补贴条例》对中国相关实体的跨境调查做法再次发布禁执令。请问商务部对此有何评论？何亚东对此回应表示，中方一贯反对欧方滥用《外国补贴条例》等单边工具打压中国企业。希望欧方与中方相向而行，迅速纠正在FSR调查中的错误做法，通过政府间对话加强沟通。中方将密切关注欧方动向，并将采取必要措施坚决维护国家安全和企业合法权益。何亚东介绍，今年5月，在同方威视案中，中方首次发布禁执令。近期，欧方又在京东案中肆意向中国境内相关银行机构不合理索要广泛的、与调查无关的大量中国境内信息。对此，中国政府有关部门在充分调查的基础上，根据《中华人民共和国反外国不当域外管辖条例》，认定欧方在对京东的FSR调查中，对有关中国实体采取的相关跨境调查做法构成不当域外管辖措施，要求任何组织、个人不得执行或者协助执行该措施。谈及美国白宫贸易与制造业政策办公室近日发布的《大规模转运骗局：兴起、规模与成本》报告，何亚东说，报告罔顾事实、颠倒黑白，将正常的国际贸易投资诬称为“骗局”，炮制所谓“影子转运网络”的虚假叙事，这是典型的单边主义和保护主义做法，旨在打压封堵中国产品。中方对此强烈不满、坚决反对。何亚东表示，事实上，美方高额差异化关税才是威胁全球供应链安全的根本原因。美方将国内经济问题归因于外部因素，解决不了美国自身的深层次问题。中方要求美方立即停止不负责任的指责，停止对中美经贸关系的冲击，切实维护全球产供链的安全稳定。 “我想强调的是，中方一贯遵守国际经贸规则，将继续在平等互利基础上与各方开展经贸合作，共同构建‘互利共赢的贸易网络’，为全球发展和繁荣做出积极贡献。”何亚东说。
