“现在的食谱贴合高原实际，食材好储存、易保障，再也不用因为菜品与食谱不符被通报了！”近日，新疆军区某团“红七连”炊事班班长徐永强对照新版食谱清点储备食材，心里踏实了许多。今年，该团奔赴高原驻训。由于点位分散，伙食保障模式由“营办伙”改为“连办伙”。但为方便集中采购，食谱仍由营里统一制订，各连队按需上报食材用量。驻训初期，道路畅通，食材配送及时，各连按食谱制炊，伙食保障规范有序。但是，在不久后的一次伙食抽查中，后勤保障股股长刘凯发现，“红七连”当日菜品并非食谱规定的平菇炒牛肉，而是小炒牛肉。他以为只是偶发，且都是牛肉，口头批评后再未深究。可没想到在后续的几次抽查中，多个连队竟相继出现实际菜品与既定食谱不符问题。让人费解的是，官兵伙食满意度调查结果显示，大家对食谱菜品搭配普遍认可，可见炊事班并非因口味问题擅自更改菜品。这是为何？带着疑问，刘凯跟随食材配送车深入一线驻训点位，实地摸排情况。抵达“红七连”驻地后，刘凯跟战士们一起卸货。车厢门一开，他发现配送的平菇已经腐烂变质。可上车前，他亲眼盯着配菜人员装车，出库时食材确实都是新鲜的。 “路途这么远，运一趟就是好几天，有些菜就是会变质。”配送司机的一句话，道出问题关键。原来，该团各点位相隔数百公里，山路崎岖颠簸，食材全程冷链运输需要好几天。菌类等食材保鲜周期短、耐储性差，长途颠簸加之高原特殊气候，极易损坏变质。此前，刘凯以为食材只要出库新鲜、全程冷链，就不会有任何问题，却忽视了运输距离、食材特性和极端天气等实际情况。刘凯还从战士口中得知，入夏以来高原天气骤变，山路更难走，食材配送延误成了常态。因此，高海拔驻训连队只能优先消耗易变质食材，留足耐储存的，灵活调整菜品以应对极端天气。此番调研，让刘凯找到问题症结：菜品与食谱不符，表象是基层贴合实际的无奈之举，根源在于机关保障思维固化、制度落实“一刀切”。很快，这一驻训伙食保障难题列入该团党委会议题。经过专题研究，他们立足驻训实际和高原保障短板，推出一系列整改举措：梳理高寒地区食材储存规范，常态化组织炊事骨干开展食材保存辅导；下放食谱调整权限，各连队可结合食材新鲜度、储存周期、配送情况，在保证营养均衡的前提下灵活调整菜品。同时，该团还建立气象联动保障机制，实时研判天气、动态调整配送计划，抢抓高原暖季窗口期，提前向高海拔偏远点位运输耐储食材，有效破解极端天气食材断供难题。前阵子，得知“红七连”驻地天气即将发生较大变化，该团及时调整食材配送计划，提前为他们送去食材。“红七连”炊事班则充分利用现有食材，将原定的蘑菇炒肉灵活替换为土豆烧肉、清炒娃娃菜等。食材新鲜足量，菜品营养均衡，该连顺利应对多轮极端天气。如今，按需适配、灵活高效的伙食保障模式暖了兵心、聚了士气，在最近一次高原实战化对抗训练中，该团官兵精神饱满、斗志昂扬，圆满完成各项任务。
