闻“汛”而动全力以赴 ——各地多措并举筑牢防汛安全屏障受台风“白海豚”带来的持续强降雨和上游泄洪影响，8月13日晚，河南省周口市川汇区金海路街道孙咀村段河流出现漫堤和管涌险情。武警河南总队周口支队官兵闻令而动，连夜奔赴抢险救援一线。图为14日凌晨，官兵紧急加固堤坝、封堵管涌。谷珊摄连日来，受台风及强降雨共同影响，全国多地降雨、大风持续。面临复杂严峻的防汛防台风形势，各地各部门加强对山洪和地质灾害危险区、江河湖库、城市易涝点等隐患排查治理，全力以赴筑牢防汛安全屏障。山洪和地质灾害是防汛工作的重点和难点。各地各部门采取针对性预防措施，紧盯风险点位、关键时段、重点对象，织牢织密预警叫应和转移避险网络。受台风“白海豚”影响，沙颍河漯河站流量超过3000立方米/秒，且水位继续上涨，河南省启用了位于舞阳县的泥河洼滞洪区。舞阳县水利局局长孙澎介绍，启用前要确保滞洪区里的群众先迁到安全区域，需要避险转移安置的群众涉及2个乡镇的10个村。12日下午，提前转移了老弱病残等行动不便的群众629人。 “七下八上”防汛关键期，争取防御“主动权”，强化水库、堤防安全管理至关重要。安徽黄山市有22座病险水库，是防汛防台风的重点。在受台风“白海豚”影响前，全省大中型水库水位均降至汛限水位以下，120座病险水库空库运行。水利厅水库安全、山洪防御等9个专项工作组24小时运转，科学调度水利工程。据上海市水务部门介绍，受台风“白海豚”影响，黄浦江、苏州河水位全线超警，沿线各区重点对薄弱岸段、涉堤在建工程、历史出险段、防汛闸门等开展巡查，累计出动堤防巡查工作人员2562人次，堤防巡查约10502公里。上海市堤防中心统筹调度4支专业堤防抢险队伍赶赴重点区域，按需调配抽水泵、编织袋、沙石打包机、升降式照明平台等应急抢险物资，支援属地落实应急处置措施。连日来，防汛防台风压力持续攀升，各地多部门协调联动、系统施治城市内涝。 8月9日上午，上海市黄浦公园水文站潮位一度超过4.55米警戒线，市水利中心根据指令启动苏州河高水位防汛应急调度预案，缓解苏州河主干河道防汛压力。连日来，各支排水抢险队伍连续作战，全市移动泵车共有118台，每小时可以排20万立方米的积水。 8月10日以来，河南多地遭遇暴雨到大暴雨天气。郑州消防救援机动支队迅速调集45辆救援车辆、750名指战员，携带救援装备4900余件（套），分多路前置至5个地市7个重点点位。持续强降雨导致平顶山市宝丰县部分低洼路段和道路涵洞出现严重积水，支队调派60名消防救援人员赶赴现场，经11小时连续作业，累计排水5.4万立方米，全力保障群众出行安全和城市正常运转。（据新华社北京8月15日电新华社记者）
