当人们纷纷向子弟兵送上节日祝福时，陕西省汉中市南郑区一名退役军人牺牲在汛情巡查一线。他叫李杨，曾在武警重庆总队某支队服役，牺牲时担任南郑区高台镇立峰村党总支书记、村委会主任。当天，南郑区出现持续强降雨，合同岩水库水位快速上涨。接到预警信息后，李杨立刻带领村网格员李贵福，驾车赶赴重点区域排查险情。途中，雨越下越急，乡道湿滑难行。行至姜坝河溢洪沟路段，车辆打滑失控，侧翻坠入河道。 “我抓到车窗以后，猛力把头蹭出去，李杨从我后面推了两下。我爬到车顶上，洪水一下子把他卷走了……”事后，李贵福回忆起当时的情况。经过30多个小时的搜救，救援人员在河道下游找到了李杨。这位年仅30岁的基层干部，永远闭上了眼睛。 “退役几年，再次听到消息却是噩耗，同班战友牺牲在了救灾一线。”李杨牺牲的消息传开后，老战友刘镇鸿发朋友圈悼念这位同年兵。2013年9月，他们一同走进军营。“训练场上战术最灵活的就是他，遇到急难险重任务，第一个报名的还是他。”刘镇鸿回忆道。这的确不是李杨第一次“站出来”。2015年的一天，李杨作为巡逻小组长，在重庆北站执行武装巡逻任务。20时50分，出站口二层自动扶梯突发险情，一名旅客衣袖被卷入扶梯缝隙，身体不由自主被拖拽向前，手掌眼看就要卷入机械装置。发现情况后，李杨迅速冲向扶梯，一把抓住被困旅客，用力将其拉离危险区域。这场仅用时7秒钟的救援，一直为战友们所称道。 “国字脸，话不多……”曾担任李杨所在中队指导员的武警重庆总队机关干事张靖帏，一开始对李杨印象并不深。时间久了，他发现这个看起来有些腼腆的小伙子，身上带着一股“训练敢争第一，任务敢打头阵”的劲儿。张靖帏和许多战友都记得，无论是体能训练还是专业课目，李杨总是对自己要求很严格。有一次开展战术动作训练，他反复练了上百遍，只为让自己的动作更规范。服役期间，他稳扎稳打，从一名普通战士成长为中队骨干，荣立三等功，获得“最美重庆武警”、武警重庆总队“十大强军标兵”等荣誉。 2018年退役后，李杨在南郑区消防救援大队工作。2025年初，李杨响应号召回到家乡，扎根基层，今年1月当选高台镇立峰村党总支书记、村委会主任。汛期来临前，他跑遍全村每一个村组，谁家住在低洼地带，哪条道路下雨易出危险，他熟稔于心。每到防汛、防火重点时段，他总是放心不下，坚持到一线查看。 8月1日这场暴雨来临时，李杨再次选择了逆行。回忆朝夕相处的时光、并肩巡逻的日子，想到他在建军节这天离开，战友们无比悲痛。他们感慨—— “其实，这就是李杨。他骨子里就有一种责任感，在群众有危险的时候，站出来，是他的本能。”
