武警湖南总队某支队机关转变工作作风—— 服务基层手册“升级”记 ■张琛季海潮一天，武警湖南总队某支队战士小陈手拿几张单据，在机关大楼的走廊里茫然徘徊。前几日，他从体系医院看病回来，拿着支队下发的《服务基层实务手册》，满心以为报销医药费是“按图索骥”的简单事。可财务助理员一页页翻过，接连指出问题：“发票粘贴顺序不对”“诊断证明没有盖章”“缺少费用明细清单”……这已是他多次往返，依旧没办妥报销事宜。看着那本《服务基层实务手册》，他忍不住吐槽：“这册子有什么用？” 类似的困窘，驾驶员小蒋也经历过。当时他新婚燕尔，妻子暂居在驻地公婆家。小蒋本想申请回家住宿，手册上政策条文倒是字字清晰，可面对他这种“新房未交付，家属暂住父母家”的特殊情形，该找谁、如何界定、流程怎么走，手册却只字未提。他只好一个电话接一个电话，费尽周折才把情况问清楚。刚拿到《服务基层实务手册》时，不少官兵满心欢喜。然而真想对照使用，却发现很多内容比较含糊，还是得从头再问。一次机关与基层面对面讲评会上，小陈和几名战友对这个问题如实进行了反馈。 “手册不好用，说到底是不接地气。”机关反思剖析时，几名机关干部低下了头。一位支队领导沉声剖析道：“我们看似做了工作，实际是机械执行、想当然。以为汇编好相关政策，基层自然就会操作。可实际情况并非如此，服务基层必须多迈一步、多想一层，不能图省事、走过场，把麻烦又扔回给基层。” “多想一步”，就此成为支队机关干部心头沉甸甸的警醒。很快，机关干部们带着问题沉入班排，认真收集官兵的困惑和声音。官兵们说，大家不缺“条条框框”，缺的是“做什么、怎么做、应该找谁”的清晰指引。着眼官兵需求，机关加紧完善细化手册内容。不久后，新版《服务基层实务手册》再次发放到基层。小陈拿到手册后，发现最显著的变化，是大量直观的“流程图+清单表”取代了冰冷的条文罗列。他翻开“在外就诊报销指引”，清晰的分叉路径一目了然：“入伍战士急诊”“军属异地就医”……找到“战士外出急诊”分支，下面附着一张清晰的清单：诊断证明（需经体系医院盖章）、费用清单明细（医院收费处打印）……旁边还附着一张规范的发票粘贴样图，连怎么摆放都标得清清楚楚。小陈这次照单准备，只跑一趟便顺利办结。小蒋也惊喜发现，新版手册特意增设了“特殊情况处置问答”。在“申请回家住宿”条目下，他找到了与自己情形契合的解决方案，明确列出需提供哪些材料、该找哪个科室报备，并附有办公电话。笔者翻看手册到末尾，发现机关各部门职责、楼层房间号和联系方式一目了然。不久前，战士小易的母亲在驻地医院做手术，他依据手册“军属就医报销指引”备齐材料，手术一结束便顺畅办妥了所有后续手续。“完善细化后的手册，就像个引导员，该做啥、怎么做清清楚楚。”小易感叹。 “小小一本手册，从‘不好用’变成‘真管用’，背后是机关工作作风的变化。”一位支队领导说，他们已建立动态更新机制，定期收集新情况新问题，滚动调整手册内容，力求让这本手册一直管用、好用。
