8月4日，日本正式公布2026年版《防卫白皮书》。这份白皮书继续渲染所谓“周边安全威胁”，再次暴露出高市早苗政府加速扩军备武并为年底前修订“安保三文件”铺路的企图。新版白皮书封面采用动漫风格视觉设计，力图吸引民众阅读关注；内文中把军工生产与日本“经济繁荣”直接挂钩，以此欺骗民众支持军事扩张。同时，这份充斥着虚假叙事的白皮书还老调重弹，诬称中国军事动向是“前所未有的最大战略挑战”，声称日本周边安全战略环境正处于战后最为严峻复杂的时期。一段时间以来，日本对自身军事扩张进行美化掩盖，对他国正常军事活动说三道四，相关言行已屡见不鲜。新版白皮书故伎重施，无异于贼喊捉贼，更加暴露出日本妄图挑战战后国际秩序的险恶用心。中国现代国际关系研究院东北亚研究所副研究员徐永智就此表示：“日本新版《防卫白皮书》通过各种软化包装，骗取更多民众关注与支持，并通过渲染所谓‘现实威胁’为自身军事松绑找借口、为进一步扩军备武营造所谓‘正当性’。” 新版白皮书陈述了高市早苗政府的防卫政策，特别是进一步谋求“对敌基地攻击能力”，体现出日本发展进攻性军事力量的危险动向。白皮书分种类介绍了日本已装备和将装备的许多进攻性武器的细节，如25式反舰导弹等型装备服役时间、高超音速导弹的研制情况、引进“战斧”巡航导弹形成战斗力的进展等。徐永智就此表示，相关动向传递出日本进攻性武器密集成军，将具备实际运用能力的确切信号。 “日本‘对敌基地攻击能力’建设目前已经进入落实阶段。”中国社会科学院日本研究所研究员吕耀东表示，日本自卫队作战体系正从“防御型”向“攻守兼备型”转变，引发周边国家和国际社会的高度警惕。与往年相比，新版白皮书单列新型作战方式部分，强调无人机和人工智能在军事领域的作用。“这是日本防卫模式转变的新动向。和平宪法对于日本率先发动攻击的限制，在传统安全领域的边界比较明确。在无人机、人工智能、太空、网络等新兴领域，高市政府企图模糊界限，发展新型进攻战力。”吕耀东表示。白皮书还煽动道，日本政府和民间的科技能力要积极运用于安全保障领域。徐永智表示：“日本防卫省正推动与其他政府部门的科技合作，加速军民两用技术的开发，这将使日本国内的科技研发愈发服务于其‘再军事化’进程。” 徐永智认为，从内容上看，新版白皮书的诸多表述与日本自民党6月向政府提交的“安保三文件”修订建议案有共通之处。新版白皮书的新增内容与自民党的建议案，在AI辅助下有人/无人装备运用、信息战、装备战法迭代、提升持续作战能力等方面非常相似。日本防卫省刻意挑选这些内容写入防卫白皮书，是为年底前修订“安保三文件”铺路。从渲染周边威胁到强调作战体系转型，再到军工产业扩张，桩桩件件都凸显日本加速扩军备武野心。渲染“威胁”者才是真正的威胁制造者。日本在背离“专守防卫”的道路上越走越远，已成为战后国际秩序的严重挑战和地区和平稳定的真正威胁。国际社会必须对此保持高度警惕，坚决遏阻日本“新型军国主义”成势为患。
