不久前，“季度为基层办实事清单”摆上会议桌，清单上一口气列出了20余件计划事项。海军某大队党委成员逐条审议，眉头却越皱越紧：“组织某设备状况鉴定”是某业务部门的季度例行工作，被当作办实事上报；开展业务培训是提升能力的常态化举措，也被拿来凑数；就连“更新营区文化氛围”这类日常事务，都被包装成了服务基层项目…… “既然是为基层办实事，那有没有真正把基层的困难诉求写进去？”一位党委成员一针见血指出问题，这份清单看似内容丰富、面面俱到，实则是把很多分内事包装成了“基层实事”。为何出现此类现象？原来，个别机关干部把为基层办实事当作“任务指标”，重数量轻质量；有的抱着多多益善的心态，把日常工作“打包”写进清单，就为年底检查有痕迹、汇报有亮点；还有的怕麻烦、图省事，没有征求基层意见建议，就坐在办公室凭“想当然”列清单，清单内容与官兵实际需求相去甚远…… 党委审议后，打回了这份华而不实、脱离实际的清单，要求相关部门听取基层呼声，重新制订清单。机关吴助理来到训练场，在训练间隙和战士们围坐聊天。战士小谢指着不远处的电瓶车说：“这辆车已经超期服役很长时间了，速度上不去，刹车不灵敏，座位也不够。”旁边一名新兵接过话头：“上次战术考核完，我们等着坐车回去。可过了半天车才来，大家一车还坐不下，最后一批返回连队时，饭都凉了。” 在警卫连，机关李助理听到了战士小屈的吐槽：“连队的卫生间灯光昏暗，台阶都看不清，夜里不注意就容易被绊倒。以前也反映过，可一直没下文。” 调研结束，一条条官兵真实诉求摆上了汇报会：炊事班想改善伙食却受限于蒸箱老化、部分连队文体器材陈旧…… 就这样，一份“接地气”的清单重新拟定出炉——原先的11类29项条目被精简到8类15项，购置摆渡电瓶车、卫生间改造、炊事器具增配等官兵急难愁盼问题一一上榜，每项都明确了责任部门、完成时限和验收标准。清单项目通过后，很快逐一得到推进落实。警卫连的卫生间加装了通气窗和地面防滑垫、更换了感应照明灯；崭新的电瓶车也开进了营区，宽敞的车厢、舒适的座椅，第一次执行摆渡任务就拉满了一车训练归来的战士；炊事班炊具陆续配齐，伙食日渐丰富…… 看到官兵脸上露出的笑容，大队领导深有感触：“多往一线跑、多听官兵说，才能把实事真正办到大家心坎上。”
