新华社北京7月31日电（记者吴梦桐、马卓言）据报道，日本政府于7月31日正式设立“国家情报局”，并召开首次“国家情报会议”。外交部发言人毛宁31日在例行记者会上答问时表示，此事是日本在内外安全政策上又一消极动向。毛宁说，历史上，日本情报机构曾经为日本全面推行军国主义、发动对外侵略战争铺路，对亚洲邻国和日本人民犯下罄竹难书的罪行。近一段时间来，日方以所谓“国家安全”“外部威胁”为借口，加速“再军事化”进程，威胁地区和平稳定，引发国际社会广泛担忧。
