近日出版的《习近平关于基层工作方法论述摘编》一书，摘录了《滴水穿石的启示》一文。其中有这样一段话：“坚硬如石，柔情似水——可见石之顽固，水之轻飘。但滴水终究可以穿石，水终究赢得了胜利。”天下至柔莫过于水，而能攻坚者又莫胜于水。奋斗建军百年、奋进强军一流，需要广大官兵发扬滴水穿石的精神，脚踏实地、埋头苦干，积小胜为大胜、积跬步至千里，以“滴水”之力蓄“穿石”之功。滴水穿石，既蕴含着谋在长远、干在当下的方法论，也折射出“功成不必在我、功成必定有我”的政绩观。从嘉兴南湖一叶红船启航，到领航中国号巨轮乘风破浪，我们党的百余年历史，就是一部一代接着一代干、一棒接着一棒跑的创业史、奋斗史。正如习主席所说：“我们需要的是立足于实际又胸怀长远目标的实干，而不需要不甘寂寞、好高骛远的空想；我们需要的是一步一个脚印的实干精神，而不需要新官上任只烧三把火希图侥幸成功的投机心理；我们需要的是锲而不舍的韧劲，而不需要‘三天打鱼，两天晒网’的散漫。” 像滴水穿石那样，“不畏有难畏无难”。“志不求易者成，事不避难者进”。干事创业不可能一帆风顺，只有那些敢于攻坚克难、勇毅前行的攀登者才有机会登上顶峰，“一览众山小”。强军兴军伟大事业，绝不是轻轻松松、敲锣打鼓就能实现的，但千难万难，迎难而上就不难。当一滴水遇到一块石，如果战战兢兢、畏首畏尾，肯定不会产生滴水穿石的效果。只有拿出事不避难、义不逃责的担当和“勇闯地雷阵、敢啃硬骨头”的气概，直面矛盾不回避，应对挑战不退缩，咬紧牙关、百折不挠，方能守得云开见月明。像滴水穿石那样，“咬定青山不放松”。“一滴滴水对准一块石头，目标一致，矢志不移，日复一日，年复一年地滴下去——这才造就出滴水穿石的神奇！”一切伟大成就都是接续奋斗的结果，一切伟大事业都需要在继往开来中推进。北斗人“一张蓝图绘到底，一代接着一代干”，实现北斗全球组网，让我国的卫星导航梦从“梦想在望”变成了“梦想在握”。“行之苟有恒，久久自芬芳。”实现党在新时代的强军目标、把人民军队全面建成世界一流军队，是一项继往开来、薪火相传的事业，也是一场艰苦的长跑，需要广大官兵不贪一时之功、不图一时之名，一步一个脚印，驰而不息，久久为功，在新征程上跑好历史接力赛。像滴水穿石那样，“无我”“有我”分得清。“一滴水，既小且弱，对付顽石，肯定粉身碎骨。它在牺牲的瞬间，虽然未能看见自身的价值和成果，但其价值和成果体现在无数水滴前仆后继的粉身碎骨之中，体现在终于穿石的成功之中。”滴水穿石启示我们，要把握好政绩观中“无我”与“有我”的辩证法。“功成不必在我”，是一种干事创业的胸襟，也是谋发展、促发展的境界；“功成必定有我”，是一种奋发进取的姿态，体现的是守土有责、守土尽责的担当，二者相辅相成、辩证统一。新征程上，我们应处理好显绩与潜绩、当前与长远、个人与全局的关系，以“无我”的精神境界和“有我”的担当作为，创造经得起实践、人民和历史检验的过硬政绩，才能不负重托、不辱使命。
