习主席指出：“政绩观问题是一个根本性问题，关乎立党为公、执政为民。”政绩观作为世界观、人生观、价值观在党员干部从政履职中的集中体现，时时处处折射着“政绩为谁而树、树什么样的政绩、靠什么树政绩”的深刻命题。树立和践行正确政绩观，其根基在于坚强的党性，其灵魂在于深厚的人民性。新征程上，广大党员干部必须深刻把握党性、人民性和正确政绩观培塑的统一关系，始终以坚强党性校准方向，以赤诚初心服务人民，努力创造经得起实践、人民、历史检验的实绩。没有脱离党性的政绩观。习主席指出：“树立和践行正确政绩观，起决定性作用的是党性。”政绩观问题从根本上说是党性问题，有什么样的党性，就有什么样的政绩观。从这个意义上讲，政绩观如同映照党性的一面镜子，党性则是决定政绩观的“总开关”。“总开关”拧得紧，方能摒除私心杂念，确保政绩观不出偏差；“总开关”松动，就会私心作祟、私欲缠身，政绩观扭曲变形。由此也从根本上划定了党员干部创造政绩不可逾越的底线和必须遵循的铁律：一方面，政绩必须自觉服从服务于党和人民事业大局，任何以牺牲全局利益为代价换取局部“亮点”的行为，都是对党性原则的背离，必须坚决摒弃；另一方面，政绩必须忠实体现党的路线方针政策和党中央决策部署，必须不折不扣、令行禁止，确保党中央政令贯通到底、决策落到实处。为民造福是最大政绩。习主席指出，“共产党人无论是想问题、搞研究，还是作决策、办事情，都必须站在党和人民立场上”。我们党是为人民谋幸福、给人民办实事的，除了人民利益之外没有自己的特殊利益，人民立场是党的根本政治立场，党的一切工作都是为了实现好、维护好、发展好最广大人民根本利益。“我们共产党人干事业、创政绩，为的是造福人民，不是为了个人升迁得失。”这深刻揭示出，共产党人创造政绩的终极指向是造福人民；衡量政绩的根本尺度在于人民满意；成就政绩的力量源泉来自人民支持。政绩本身并非独立存在，其价值最终取决于履职行为是否为人民谋得了福祉，是否为党的事业作出了贡献。一旦履职行为背离了服务人民的价值追求，偏离了党和人民事业的前进方向，所谓“政绩”便会失去实质意义。党员干部应时刻保持清醒，深刻认识到手中的权力是党和人民赋予的、所处的岗位是为党和人民服务的，要始终站稳人民立场、树牢群众观点、矢志为民造福。新征程上，自觉以党性和人民性校准政绩观，并将其贯穿于履职尽责全过程，关键需要处理好“三对关系”：公与私的关系，坚持把党性原则挺在前面，时刻以党和人民事业为重，始终做到大公无私、公私分明、先公后私、公而忘私；局部与全局的关系，胸怀“国之大者”，自觉服从服务于党和国家工作大局，确保局部工作成效服务于整体战略和人民根本利益；当前与长远的关系，树立“功成不必在我”的精神境界和“功成必定有我”的历史担当，多做打基础、利长远的潜绩与实功，把人民对美好生活的向往作为政绩创造的永恒坐标，使每一项政绩都经得起历史和群众的检验。
