1992年5月14日开国元帅聂荣臻与世长辞在他心中政绩不是个人的功名利禄而是老百姓的安危冷暖他始终把人民的利益扛在肩上为今天的党员干部树立了光辉的榜样 1942年春华北大地遭遇严重灾荒在日军残酷的军事封锁与“扫荡”下晋察冀抗日根据地军民陷入了前所未有的生存绝境百姓只能以树叶果腹为了活命人们甚至不得不冒险爬上高处去砍树摘叶部队官兵起初以喂马的黑豆、麦麸为食后来也不得不摘树叶吃当时晋察冀军区司令部设在河北唐县和家庄村村里有900多名百姓和200多名战士村庄附近的树叶根本满足不了这么多人的需求 1940年，晋察冀抗日根据地北岳区老百姓摘树叶度春荒。图源：解放军报得知这一严峻情况后聂荣臻当即下达了一道特殊的“树叶训令”：部队伙食单位必须在村庄方圆15里以外采摘树叶村庄附近的树叶要留给群众吃—— “宁可饿着肚子，也不与民争食” 八路军老战士田顺心后来回忆那时战士们每天都要翻越十几里的山路去摘树叶山上仅剩的野果也不能摘那些都要留给老百姓得知此事后边区群众深受感动一些群众自发找到了聂荣臻要他收回训令还把采摘来的树叶送到部队面对群众的深情聂荣臻动情地说： “不拿群众一针一线，这是八路军的纪律。请乡亲放心，我们正在想办法解决部队的粮食问题。” 抗战时期，八路军晋察冀部队官兵学习拥政爱民公约。图源：解放军报这个训令还传达到晋察冀军区的其他部队在“不与民争食”的同时军区机关还制定了节约计划：所有脱产人员除伤病员外每人每天要节约一至二两粮食用于救济受灾的老百姓仅1942年各部队就节约出14万斤粮食此外轰轰烈烈的大生产运动也在根据地全面展开根据地官兵帮助群众春耕秋收实施包括减租减息、减轻抗战勤务整顿乡村财务、调剂贸易等一系列措施军民团结一致克服了根据地艰苦的生活条件聂荣臻。图源：共青团中央 “树叶训令”虽然只是一道关于采摘树叶的小小命令但它所蕴含的聂荣臻元帅人民至上、严守纪律、艰苦奋斗的政绩观穿越八十多年的时光依然历久弥新（资料来源：人民网、解放军报、共青团中央）
