新华社北京7月13日电（记者吴梦桐、马卓言）针对美国、巴拿马代表在国际海事组织理事会第137届会议上谴责中国对巴拿马旗船舶采取惩罚措施，外交部发言人林剑13日表示，港口国监督检查是各国对到港外国籍船舶进行安全管理的主要手段，中方依法依规对停靠船舶开展港口国监督检查，完全符合国际公约。当日例行记者会上，有记者问：据报道，在国际海事组织理事会第137届会议上，美国、巴拿马代表谴责中国以政治原因对巴拿马旗船舶采取惩罚措施，呼吁国际海事组织完善保护机制，避免将海运贸易政治化。中方对此有何评论？ “中方主管部门统计数据显示，今年以来，巴拿马旗船舶在我国水域发生多起等级以上安全事故，是发生安全事故占比最高的船旗国。”林剑说，今年1至7月，巴拿马旗船舶累计到港艘次占外国籍船舶到港艘次的近20%，而船舶事故和死亡失踪人数占比分别达到约50%。 “港口国监督检查作为保障船舶航行安全和水域环境清洁的重要措施，是各国对到港外国籍船舶进行安全管理的主要手段。中方高度重视水上交通和人身安全，依法依规对停靠中方港口的船舶开展港口国监督检查，完全符合国际公约。”林剑说。
