新华社北京5月13日电（记者万倩仪、董雪）外交部发言人郭嘉昆13日表示，中国将不断推动共建中拉命运共同体五大工程走深走实，更好造福双方人民。当日例行记者会上，有记者问：去年5月13日，习近平主席出席中拉论坛第四届部长级会议开幕式并发表重要讲话，宣布中拉携手启动共建命运共同体团结、发展、文明、和平、民心五大工程。去年12月，中方发布第三份对拉政策文件，提出推进五大工程落地见效的具体政策主张。请问发言人能否介绍一年来五大工程取得了哪些进展？郭嘉昆说，习近平主席宣布中拉携手启动共建命运共同体五大工程后，中拉各领域合作取得积极进展，给双方人民带来了实实在在的福祉。郭嘉昆表示，团结工程增进政治互信。今年3月，习近平主席向拉美和加勒比国家共同体第十届峰会致贺电，获得拉方热烈反响。中拉高层交往密切，在涉及彼此核心利益和重大关切问题上相互支持。拉方积极响应全球治理倡议，地区5国加入国际调解院。他介绍，发展工程筑牢利益纽带。中国同哥伦比亚签署共建“一带一路”合作文件，同格林纳达、厄瓜多尔分别签署“一带一路”建设合作规划。2025年中拉贸易额达到5490亿美元，创历史新高。27个地区国家参加第八届中国国际进口博览会。中方承诺向拉方提供的660亿元人民币信贷资金额度执行进度超过预期。 “文明工程促进交流互鉴。新一届中拉文明对话论坛、智库论坛、发展论坛等成功举办。中国文艺团组、文化巡回展、影视节和电影周走进拉美多国，在当地掀起‘中国热’。”他说。 “和平工程维护共同安全。中方坚定支持拉美和加勒比的和平区地位，反对违反《联合国宪章》宗旨和原则、侵犯拉美和加勒比国家主权安全的行径。中国同巴西发表关于乌克兰危机的联合声明，地区多国确认支持并加入中国和巴基斯坦关于恢复海湾和中东地区和平稳定五点倡议。”郭嘉昆说。郭嘉昆介绍，民心工程惠及人民大众。中方对巴西、阿根廷、智利、秘鲁、乌拉圭等国试行免签政策。中拉每周客运航班量增至24班，中国同阿根廷开通的直航刷新了全球最长航线纪录。“丝路方舟”号医院船到访拉美和加勒比多国，为当地民众开展人道主义医疗服务。 “无论国际风云如何变化，中国将始终做拉美和加勒比国家的好朋友、好伙伴，不断推动共建中拉命运共同体五大工程走深走实，更好造福双方人民。”郭嘉昆说。
