“要全力组织抢险救援、伤员救治、群众安置等工作，最大限度减少人员伤亡，防范次生灾害。”习主席对防汛救灾工作作出重要指示，要求“各地各有关部门要抓好既定部署措施落实，坚决克服麻痹思想和侥幸心理，盯紧压实防灾救灾责任”，强调“扎实做好防灾救灾各项工作，确保人民群众生命财产安全”。急人民群众所急，解人民群众所难，是党中央、习主席的殷切重托，是人民群众的由衷期盼，也是人民军队义不容辞的责任。我们要清醒认识当前防汛救灾工作的严峻形势，认清军队积极主动投入防汛救灾的重大责任。当务之急，是要坚决贯彻落实习主席重要指示精神，把风险挑战估计得更充分一些，把应对措施准备得更周全一些，以主动作为的确定性应对灾情突发的不确定性。人民至上，生命至上。各任务部队应紧盯防汛救灾重点部位，确保应急物资装备充实管用、防汛救灾措施落实落细；发扬不畏艰险、勇挑重担、不怕疲劳、连续作战的优良作风，践初心、担使命、勇作为，与广大人民群众一道，共同筑牢防汛救灾的铜墙铁壁，用责任与行动把“确保人民群众生命财产安全”落到实处。
