新华社北京7月7日电（记者王宾、董雪）今年是《联合国海洋法公约》对中国生效30周年。外交部发言人毛宁7日在例行记者会上答问时表示，30年来，中国与各方携手努力，共同维护海上和平与安全、促进海洋可持续发展、加强海洋科研与环保、推动涉海交流与合作，为完善全球海洋治理、增进人类共同福祉贡献力量。毛宁说，《联合国海洋法公约》是1973至1982年召开的第三次联合国海洋法会议的重要成果。公约与其他国际条约、习惯国际法一道，共同搭建起现代国际海洋法的基本法律框架。公约的生效和实施有利于维护公平正义的国际海洋秩序，有利于推动构建更加公正合理的全球治理体系。毛宁表示，公约谈判是中国恢复联合国合法席位后参加的第一个重大国际立法进程。中国全程参加第三次联合国海洋法会议，与广大发展中国家一道，为公约的出台作出贡献。中国是公约首批签署国，并于1996年7月7日成为公约缔约国。毛宁说，30年来，中国秉持善意行使公约权利、履行公约义务、弘扬公约体现的多边主义精神，支持依据公约设立的三大国际机构有效运作，并与各方携手努力，共同维护海上和平与安全、促进海洋可持续发展、加强海洋科研与环保、推动涉海交流与合作，为完善全球海洋治理、增进人类共同福祉贡献力量。
