把监督用权的“探头”设足设好 ■杨艳华有权必有责、用权必监督。前不久，中央军委印发《关于加强军队高级干部教育管理监督的若干措施》，明确要求“把严格经常、融合贯通的教育管理监督贯穿履职用权全过程、工作生活各方面”。落实好这些措施，各级党组织应树牢全周期监管理念，充分设置监督用权的“探头”，全过程全方位监督规范权力运行。 “探头”是监控设备的前端传感器，能清晰记录其视野范围内的情况。比如，社区安防系统凭借监控“探头”，能对关键区域进行实时监控，从而及时发现和排除安全隐患。这启示我们，把监督用权的“探头”设足设好，就能前移监督关口、织密监督网络，更好发挥监督的警示震慑作用。失去监督的权力必然导致腐败，拒绝监督的干部终究会犯错误。军队领导干部特别是高级干部在推动党、国家和军队事业发展中担负着重要职责、起着关键作用。位高不可擅权，权重不能谋私。责任越重大、岗位越重要，越要多设“探头”，对其加强监督。各级党组织在领导干部履职用权全过程设“探头”，做到实时监测、及时预警、精准纠偏，就能有效防止领导干部违规逾矩、乱用权力，促使其干净干事、担当作为。授权是治权的前提，它不是简单的权力分配，而是一项遵循法治规律、治理逻辑与权责一致原则的系统工程。设足设好监督“探头”，能够有效加强对权力的依法设定、合理配置、程序约束，从而实现权力配置科学、职责边界明确、工作程序规范，促进党员干部积极担当作为。用权是治权的中心环节，也是容易滋生腐败的环节。确保在阳光下用权，离不开“探头”的监督。各级党组织完善以党内监督为主导、各类监督贯通协调的工作机制，强化权责对等、失责必问，在权力运行的关键环节设置审批、复核等控制点，推动权力运行过程透明化，就能让各种暗箱操作和权力任性无处遁形。制约权力是确保权力规范运行的重要保障。各级党组织应在事前、事中、事后设立全链条监督“探头”，确保权力行使到哪里监督就跟进到哪里，形成全面覆盖、常态长效的监督合力。同时，既用好传统手段，又充分运用大数据、云计算等新技术，消除权力运行监管盲区，提升主动监督、精准监督能力。严是爱，松是害。各级领导干部应把监督“探头”当成履职用权的“安全阀”、思想作风的“防腐剂”，主动接受监督，自觉接受监督，勇于纠正错误，切实改进工作，习惯在受监督和约束的环境中工作生活，做到自身正、自身净、自身硬，才能以良好形象感召带动广大官兵积极投身强军事业、创造非凡业绩。
