近日，武警海南总队三亚支队一批机关干部完成蹲点帮建，从基层归来。与以往不同的是，他们从基层单位带回的，不再是问题台账或整改清单，而是官兵签字确认的“解难回执单”。谈及这一变化，任职时间不长的该支队机关尹股长给记者讲了一个故事—— 上任不久，他到某中队蹲点，用一周时间梳理出支部议事流程、内务细节规范等方面的问题近30条，并要求中队逐项制订整改措施、每周报送完成进度。尹股长原本感觉自己这次下基层工作很扎实，可基层的反应给他泼了一盆冷水。中队指导员向他反映：“清单上的不少问题我们早有察觉，但仅靠一己之力难以根治，需要支队机关和兄弟单位携手推进解决。”一名军械员更是直言：“问题列了不少，我们此前反映的装备保管方面难题却只字未提。” “蹲点的目的不是‘找茬’。真正的政绩，不仅仅在于发现问题，更在于是否解决了问题。”该支队领导一针见血的话语，让尹股长深受触动。很快，他主动申请再次进驻该中队。这一次，他的工作重点不是带着“本子”记录问题，而是端起“板凳”扎进班排，认真倾听官兵的真实心声。尹股长与官兵深入谈心后发现，不少已婚官兵聊起家属来队、子女入学等现实问题时愁眉不展：中队营区距离市区较远，家属来队住房紧张，周边优质教育资源稀缺，两地分居官兵家属就业、子女入学面临重重困难。此前，中队为此想过不少办法，但收效甚微。摸清实情后，尹股长迅速向支队党委作了专题汇报，并主动对接相关业务部门，协调解决了多名官兵子女的入学难题。不仅如此，支队党委对尹股长反映的情况高度重视，已将推动家属楼升级改造列入工作计划。今年以来，该支队以开展树立和践行正确政绩观学习教育为契机，向形式主义等沉疴积弊亮剑，以一系列破立并举的实招硬招，推动为基层解难减负工作落地见效—— 取消多项冗余台账，大幅精简基层中队每月上报机关的文字材料；全面推行帮建基层“解难回执单”制度，将官兵满意度、解难帮困实效作为评价机关干部帮建质效的主要标准；建立完善基层难题首接负责制，杜绝基层重复打报告、写情况说明的现象；将为基层减负成效与机关干部评先评优、晋职晋衔挂钩，大力纠治“重痕迹、轻实效”的政绩观偏差……随着一项项务实举措实施，该支队基层单位对机关工作的满意度大幅提升。 “树立和践行正确政绩观，就是要多干实事、不做虚功。”该支队领导告诉记者，随着偏远单位就医难等一批长期困扰基层的难题得到有效解决，官兵练兵备战热情更高、动力更足。近期，该支队圆满完成多项重大执勤安保任务，军事训练考核整体优秀率明显提升，部队全面建设水平迈上新高度。
