日本炒作“周边安全威胁”当休矣 ——警惕日本“新型军国主义”的现实威胁⑱ ■郭强日本2026年版《防卫白皮书》草案将中国定位为“前所未有的最大战略挑战”，宣称要以“综合国力”加以应对。日方反复炒作所谓“周边安全威胁”，从来不是其对国家安全的客观判断，而是推行军事扩张的意识形态工具，为“新型军国主义”进行铺路。日本的虚伪本质与险恶用心早已昭然若揭。历史告诉我们，日本走向战争的一个显著特征，便是当权政客对危机的“刻意制造”和“扩大利用”。回首过去，日本为给侵略行径披上“合法”外衣，系统性炮制“打破绝境”的叙事。1890年，时任首相山县有朋提出“主权线”与“利益线”理论，将日本的国家安全边界肆意外推，把中国东北、朝鲜半岛等周边地区划入所谓“利益线”，声称“利益线”安危直接关系日本国家存亡。这成为其发动甲午战争、吞并朝鲜等侵略行径的政策肇始。20世纪初，军国主义分子又大肆宣扬“满蒙是日本生命线”，为武力侵占中国东北寻找借口。后续，日本更是以“维护生存权益”“应对周边危机”为由，发动全面侵华战争，挑起太平洋战争，给地区国家和人民制造了罄竹难书的灾难。二战结束后，日本从未诚心认罪，从未彻底放弃复活军国主义的图谋。上世纪后半叶，日本右翼势力就不断炒作所谓“周边安全威胁”，为扩充自卫队、强化军事力量造势。进入21世纪后，这一趋势愈发明显。2015年，安倍晋三内阁炮制“存亡危机事态”这一法律概念，宣称即使未遭受直接武力攻击，只要出现“威胁国家存亡事态”，自卫队就可以出兵海外、行使武力，迈出突破战后体制约束关键性的一步。去年底，日本右翼势力更是大肆鼓噪“存亡危机”，妄图将中国台湾地区事务与日本所谓“国家存亡”强行绑定。实际上，渲染“威胁”者才是真正威胁制造者。当下，日本右翼势力大肆炒作“周边安全威胁”，加速推进军事扩张，不断突破和平宪法束缚。日本不仅大幅增加国防预算，不断采购先进武器装备，发展远程打击能力，彻底背弃专守防卫原则，而且持续强化与域外势力勾连，频繁举行联合军演，推进军事部署前沿化。真正威胁日本国家前途、地区和平稳定的，从来不是所谓的外部威胁，而是日本国内复活的军国主义势力和不断抬头的扩张主义思潮。近代以来，日本正是在一次次“存亡危机”的谎言蛊惑下，发动侵略战争，给其他国家和日本民众带来深重灾难。如今再度炒作这套陈词滥调，既不合时宜，更危险至极。任何复活军国主义的图谋，都必将遭到国际社会的坚决反对和强力反制。日本政府应正视历史、反省罪责，恪守和平宪法，摒弃冷战思维，停止借“周边安全威胁”论调推进扩军备战，真正走和平发展道路，以实际行动取信于亚洲邻国和国际社会。（作者单位：陆军指挥学院）
