抓战备工作应细化“颗粒度” ■王鹏战备方案，从通用模板到量身定制；战备物资，从粗放管理到精准保障；战备编组，从临时抽组到精准配置……当前，我军很多部队大力推动战备工作精细化、标准化建设，确保官兵全时待战、随时能战、战之必胜。习主席强调：“要深化战争和作战筹划，确保一旦有事能快速有效应对。”军队是要时刻准备打仗的。战备工作是军队全局性、综合性、经常性工作，是塑造安全态势、遏控危机冲突、打赢局部战争的重要支撑，是完成多样化军事任务、维护拓展国家战略利益的重要保证。历史反复证明，忘战必危、怠战必败。1941年，日军偷袭美国在太平洋的主要海军基地珍珠港。当时正值周末，珍珠港的美军疏于防范，不少人上岸度假去了，岛上的飞行员多数不在机场，高射炮旁只有少数几个炮手值勤。结果短短1个多小时，日军击沉击伤美军各型战舰10余艘、击毁飞机200余架。这深刻警示我们，战争就像悬在头上的“达摩克利斯之剑”，往往在你最意想不到的时候从天而降。当前，战争已经进入“读秒”时代，部队的反应速度拼的不只是指挥中枢，还有战备工作的精细化程度。战备工作越是精细，越能提升部队遂行任务的能力，增加官兵打赢战争的胜算。反之，如果抓战备工作存在“差不多”思想，各个战备环节缺少精准对接，协调配合就会出现问题，体系作战能力就难以形成。我军推动战备建设不断走深走实，是适应现代战争变化的必然选择。高科技装备的大量应用，赋予现代战争智能化、无人化的显著特征，这对战备工作的精细程度提出了更高要求。就拿战备电池来说，有无人机专用的高能量电池，有单兵侦察设备使用的智能电池，还有适配机器狗的电源模块等。这些高技术装备，哪一个缺了电池都无法工作。只有平时把准备工作做实做足做到位，战争一旦来临才能从容应对。推动战备工作精细化，重在更新理念。当前，世界新军事革命浪潮澎湃，战争形态加速演变。备战打仗的“颗粒度”，日益成为决定战场胜负的关键变量。这就要求各级指挥员在推进战备工作时，要着眼战场需求，采取可量化、可调控、可精算的新模式，把各类资源精准投向最需要的地方。战备工作是否精细扎实，必须通过实战化训练检验评判。只有坚持备在日常、严在经常，常态开展针对性检验性训练，看一看战备方案是否有效、战备物资是否管用、战备编组是否科学，及时改进短板不足，才能让战备工作真正产生效力、发挥威力。各级指挥员应紧盯科技之变、战争之变、对手之变，加强战备管理力度，加大战备演练强度，带领官兵练熟方案预案，练精体系协同，使精细化战备成为思维惯性、工作常态，确保部队随时拉得出、上得去、打得赢。（作者单位：32144部队）
