科学管理实现“洗衣自由” ■李顺帆王淦盛夏时节，北部战区陆军某部某连列兵刘宇波结束一天的训练，正准备去洗衣房取自己早上送洗的衣服，却被值班员叫住提醒：“你的衣服已经晾在晾衣场了，直接去取就行。” 刘宇波愣了一下，随即笑了。不用自己动手洗，衣服就被收拾得妥妥当当，这份贴心让他心里一阵发暖。此前，洗晾衣服曾是该连官兵有些头疼的难题。受限于洗衣房面积，全连官兵洗衣主要靠4台洗衣机。洗衣机运转时噪声不小，紧邻宿舍区容易影响作息；正课时间无人看管，用电安全也是隐患；再加上人员进出洗衣房，容易扰乱营区秩序……考虑到这些现实问题，连队明确要求：洗衣时段限定在课余和休息时间，正课时间不得使用洗衣机。起初官兵都能自觉遵守，秩序良好。可随着各项任务日益繁重，尤其进入夏天后，换洗衣物需求明显增加。官兵每天回到连队，要么洗衣机早被占满，要么已经临近就寝时间，连手洗衣服的时间都很难挤出来。连队代理指导员历莹博在谈心时，接连听到好几位官兵说起这件烦心事，心里有些不是滋味。召开支委会时，他带领大家就这一问题进行了研究讨论。 “连队规定的初衷是方便管理，现在大家遇到了实际困难，咱们不能守着老规矩一成不变。”经过讨论研究，连队拿出了新办法：除午休和晚就寝时段外，其余时间均开放洗衣机使用。具体落实时，连队作了精细安排——训练日需要洗的衣物，各班自行做好标记，在操课前统一交给值日员，由值日员集中清洗、晾晒。真心实意为官兵着想的务实举措，得到官兵肯定。很多战士训练归来，看到自己的衣服已经洗净晾好，休息时也不再顾虑排队洗衣晾衣，午休睡得踏实，夜训结束倒头就能睡，大家在训练场上的干劲越来越足。连队洗衣的小变化，很快传到了营里。营教导员肯定了这个做法，他告诉大家：“管理的核心是服务官兵、保障战斗力，不是墨守成规、机械执行。连队干部主动倾听诉求，灵活解决实际困难，守住了管理底线，也暖了兵心，这就是务实的管理。” “我们只是做了该做的事。”历指导员说，心里真装着官兵，在依法依规的基础上主动作为、抓实细节，就一定能赢得兵心，鼓舞士气。
