让清正廉洁成为一种习惯 ■桑叶 “忠诚履行使命的模范指挥员”杨业功曾作了一篇《公仆铭》，其中写道“位不在高，廉洁则名。权不在大，为公则灵”，以此勉励自己廉洁干事、秉公用权。他当旅长时就将“携礼莫入”四个字贴在自家门楣上，一是用来约束自己，二是用来警示别人。习主席指出：“全党同志都要明大德、守公德、严私德，清清白白做人、干干净净做事，做到克己奉公、以俭修身，永葆清正廉洁的政治本色。”对共产党人来说，清正廉洁是内在要求，也是价值取向。不管是落实纪律规矩，还是把好“总开关”，最终看的是党员干部的行为表现。党员干部只有自觉向杨业功学习，让清正廉洁成为一种习惯，才能真正做到坦坦荡荡、堂堂正正。有教育家说过，所谓教育，实质上就是培养习惯。积久成性、司空见惯，是谓习惯。今天，很多同志养成了“按八项规定办事的习惯”，立起了好样子、形成了好风尚。事实证明，党员干部在党的教育熏陶下，将正确价值观和纪律规矩转化为习惯，清正廉洁就成为很寻常的事了。相反，如果适应不了作风建设“新常态”，养不成好习惯，依旧我行我素，就可能逾规越矩、迷失自我，引发严重后果。实话讲，做到清正廉洁并不容易。“清正廉洁”四个字，包含着很多内容，稍不注意就可能触碰底线。党员干部该做什么、不该做什么，有着明确的规定。然而，对每名党员干部来说，知道不等于做到。叶圣陶在《习惯成自然》一文中讲：“在相信人家的话很有道理的时候，只是个‘知’罢了，‘知’比‘不知’似乎好些，但仅仅是‘知’,实际上与‘不知’并无两样。”只有起而行之，“知”才会转化为习惯，进而变成行为自觉。现在较之过去，清风正气多了，但一些人仅是慑于强大的监督，而没有形成遵规守纪的行为自觉。只有真正养成廉洁自律的好习惯，才能从思想源头上剔除腐朽思想，抵制不正之风。养成清正廉洁的习惯，应从不突破“一”做起，即不拿一分钱、不破一次例、不违一次规……这要求党员干部守好自己的初心，坚持从小事小节上守起，控制好自己的“一闪念”，扣好洁身自好的“第一粒扣子”。很多时候，习惯是在纪律规矩的约束下形成的。做到清正廉洁，就要把党规党纪铭刻在心中，真正把他律转化为自律，把自律转化为习惯。军队党员干部只有严守党纪军规，坚持秉公办事，做到纪律面前不为私心所扰、不为人情所困、不为关系所累、不为利益所惑，任何时候任何情况下都不放纵、不越轨、不逾矩，才能稳得住心神、管得住行为、守得住清白。让清正廉洁成为一种习惯，重在解决好思想根子问题。思想决定意识，观念决定行动。抓住主要矛盾，把思想根子问题解决好，才能立起正确的世界观人生观价值观，成为心境澄明、纯洁纯粹的共产党人。新征程上，党员干部应自觉坚定理想信念、修炼党性修养、端正官德人品，以忠诚干净担当的作风形象立标杆、作表率、树威信。
