让会议回归“议”的本真 ■高建国近日，某中队召开支委会。会议一开始，党支部书记便直入主题：“谁来说说，上周五的战术演练暴露出哪些短板？”与会支委没有翻材料，而是直接发言，有问题的讲问题，有建议的提建议。会议记录员快速记录，不到半小时，整改清单就列了出来。大家感慨，这才是会议该有的样子。然而现实中，仍有个别单位的党组织会议开得不疼不痒。比如，有的把支委会开成“读稿会”，委员发言照着稿子念；有的党委会成了“汇报会”，书记唱独角戏，委员当旁听生；有的党员大会变成“表态会”，“同意”“没意见”脱口而出。以上种种，会议开了，时间耗了，但该议的事没议透，该解决的问题可能依然摆在那里。党组织会议应是研究问题、集思广益、形成决议的平台。“议”是会议的灵魂，没有“议”，会议就成了过场。基层党组织的会议，面对的是练兵备战的具体事项，解决的是官兵身边的实际难题，如果连会上都听不到真话、见不到争论、形不成共识，那党组织的战斗堡垒作用如何彰显？让会议回归“议”的本真，首先要敢于议事。有的同志担心提意见会被视为唱反调，有顾虑不敢说；有的认为反正正副书记定调，说了也白说，索性不说。这种心态，往往容易导致会议变成“一言堂”。须知，党内政治生活中，每名党员都有发表意见的权利和义务，只有敢于议事，才是对组织负责、对事业负责的表现。会上，面对训练中的短板、管理中的漏洞、官兵们的诉求等，各级党组织应当引导每名委员大胆发言，即使意见不成熟也不追究、不扣帽子，积极营造宽松民主的议事氛围。让会议回归“议”的本真，还要善于议事。议事不是“摆龙门阵”，而是要议到点子上、议出办法来。有的单位会议开了半天，最后也没个结论；有的会上定得好好的，散会后就没了动静。对各级党组织来说，议事要有议题、有讨论、有结论、有分工、有时限：会前要提前下发议题，确保委员带着思考上会；会上发言要直奔主题，明确每项决议的责任人、完成时限和工作标准；会后要做好“下篇文章”，对落实决议不力的要追责问责。如此，会前有准备、会上有重点、会后有跟踪，始终以解决问题为唯一导向，始终以官兵满意为最终标准，才能议出质量、议出成效。 “开会是为了解决问题，而不是为了开会而开会。”这句朴素的话，道出了会议的本质。让会议回归“议”的本真，就是要让每一次会议都开出质量、开出实效，让党组织在议事决策中强起来，让战斗力在解决问题中提上去。当会议室里响起讨论声、批评声，党的组织生活才能充满“党味”“辣味”“战味”，党组织的创造力凝聚力战斗力才能不断增强。
