第80集团军某旅引导机关干部改进工作作风—— “一站式”服务窗口情暖兵心 ■解放军报特约记者付君臣马剑铮 “我想问问孩子的入学手续办理到哪一步了？”前不久，记者走进第80集团军某旅，正好碰上三级军士长刘继财在“一站式”服务窗口咨询业务。 “你的材料上周已完成复核，目前正对接驻地教育局办理，预计5个工作日内就能办结……”该旅人力资源科王干事起身相迎，将后续流程节点、办结时限等向刘继财一一说明。 “得益于旅里的暖心措施，现在到机关办事‘问有所答、答有所据、办有期限’，心里踏实多了！”刘继财满意地说。采访中记者了解到，该旅结合深化政治整训，制订了《关心关爱官兵29条措施》，受到官兵欢迎。这些措施的出台源于一次机关基层双向讲评会。一名基层战士在会上直言：“你们总说事事有回音、件件有着落，可有时一句‘政策不允许’就挡了回去，一句‘正在论证’就没了下文。” 基层的呼声诉求，让旅党委一班人警醒。“想要把官兵团结成‘一块坚硬的钢铁’，首先要把官兵当亲人、把兵事当家事。”基于这样的共识，旅党委引导机关干部改进工作作风，事不避难、担当作为，把工作重心归正到服务基层官兵、服务战斗力建设上来。旅党委成员分头带领机关干部深入基层调研，梳理出官兵反映的营房设施维修不及时、家属来队接送不方便等70余个难题。针对基层官兵急难愁盼，该旅党委一班人带领机关干部逐条研究、逐项解决，并结合《军队基层建设纲要》和新修订的共同条令，研究出台《关心关爱官兵29条措施》，优化服务模式、规范办事流程，确保服务基层“不断线”。记者看到，29条措施不仅涵盖了信息畅通、生活服务、关心成长等方面，还要求机关接待基层官兵咨询、办理相关业务时，对手续齐全、符合规定的事项，当场受理、限时办结；对需要多科室协同办理的复杂事项，建立联动机制，定期通报进展；对不符合办理条件的，耐心做好解释说明。兵忧无小事，枝叶总关情。前不久，二级上士黄元树的妻子带孩子来队探亲，黄元树提前一天在“一站式”服务窗口报备后，旅运输投送科第一时间安排好车辆到高铁站接站，旅军需营房科还对家属临时来队公寓设施进行维护。“房间里生活设施一应俱全，让我们一家人很暖心！”黄元树说。 “组织把官兵当亲人，官兵自觉把部队当家建、把打仗当事业。”该旅领导介绍，如今，训练场上比学赶超、攻坚一线勇挑重担蔚然成风，生活中互帮互助、合力解难成为常态。一组数据印证着暖心措施催生的凝聚力战斗力：该旅连续5年被战区陆军评为“安全管理先进单位”，多项战法训法被集团军推广，先后有20余名官兵在上级比武中斩获佳绩、荣立军功。
